Vivek Krishnamurthy is an Associate Professor at the University of Colorado Law School and Director of the Samuelson-Glushko Technology Law & Policy Clinic (TLPC).

Vivek’s research extends longstanding principles of international law to the governance of digital infrastructure. His forthcoming article in the Yale Law Journal argues that core internet infrastructure should be governed under the centuries-old legal regime that regulates navigation through international straits, such as the Strait of Hormuz.

Vivek has been appointed twice to the Government of Canada’s Expert Advisory Panel on Online Harms—first by Minister of Heritage Pablo Rodriguez in 2022 and again by Minister Marc Miller in 2026. In 2024, Governor Jared Polis appointed him to Colorado’s Artificial Intelligence Impact Task Force.

Vivek is currently a Faculty Associate of the Berkman Klein Center for Internet & Society at Harvard University, an Associate Member of the Centre for Technology, Law and Society (CLTS) at the University of Ottawa, and a Trustee of the International Bar Association Foundation.

Vivek was previously the Samuelson-Glushko Professor of Law at the University of Ottawa, where he served as the director of CIPPIC–the Samuelson-Glushko Canadian Internet Policy and Public Interest Clinic. He is a Rhodes Scholar and clerked for the Hon. Morris J. Fish of the Supreme Court of Canada upon his graduation from Yale Law School.
