Flat Tops Trail Scenic Byway Corridor Management Plan Development

Executive Summary
The Northwest Colorado Cultural Heritage Program(NWCOCHP) proposes to work with the
University of Colorado Masters of the Environment (MENV) to develop a comprehensive Corridor
Management Plan (CMP) for the Flat Tops Trails Scenic Byway (FTTSB). One of 26 scenic and
historic byways in Colorado, Flat Tops Trails offers vast and diverse cultural heritage and natural
resources that have not been collectively inventoried and assessed for their integration into a
comprehensive management plan in over two decades. The plan will be the core document to
establish overarching recommendations and implementation actions for the FTTSB Leadership
Team and regional stakeholders/partners. And to engage funding partners to implement the plan.
The plan is expected to meet the standards to retain recognition as a National Scenic Byway. This
application is a resubmittal from 2020. The overarching project goal remains the same. NWCOCHP
recently received a grant from This Colorado Tourism Office to development the marketing subplan
for the CMP. This will allow for the MENV students an opportunity to engage with a state agency
that is involved in promoting the Byway utilizing a sustainable destination management approach.

The MENV Capstone project will reinvigorate a regional stakeholder/leadership group to work
cooperatively to identify and engage local and regional stakeholders to establish goals and
innovative recommendations for the management and stewardship of the Byway, utilizing the
Colorado Department of Transportation's Scenic Byway Guide and Template.
