The Electrical, Computer, and Energy Engineering (ECEE) department is now accepting applications for the Quantum (Gustafson) Chair, a Tenured/Tenure-Track Faculty position in Electrical & Computer Engineering. We’re excited to announce the launch of an improved Events & Catering Request Form to simplify all event-related requests, including catering, food orders, and general event planning. This form ensures requests are handled efficiently and can now be accessed through the Events Request Form box on our website. You can also fill out the form here.
Please note: All catering orders must be placed at least 48 hours in advance. For large events, we recommend submitting requests as early as possible to ensure availability.

PhD Recruitment Season
- Posting about your group/recruitment:
- If you would like to be highlighted on our application page or on our LinkedIn page to help notify students of your intent to take on new PhDs for Fall 2025, please contact Lori. We can post a flyer, a recent talk, or other information to alert applicants of your research group.
- Fee waivers:
- In an effort to help boost Ph.D. student enrollment, the department is able to provide each faculty member with one international Ph.D. applicant fee waiver during the Fall 2025 admissions process.
- We have a list of international applicants who would like to request a fee waiver, along with their CVs and some basic information about their qualifications for the PhD. There are already roughly 180 potential applicants in this spreadsheet, and they have indicated a research area of interest, and in most cases, advisor and research area of interest. the link can be accessed here: https://docs.google.com/spreadsheets/d/1cjsGaP_MSZZOfGh5Qcmv2EqNu2luI77z8GQD6yYOJDQ/edit?usp=sharing and Lori will grant access as requested. If you have any potential interest in recruiting one of these international students, please reach out to Lori by December 1 to request that they be provided with a fee waiver from the department. - If you are giving any talks at other universities or conferences, we encourage you to add the attached slide to the end of your presentation to inform potential students of where/how to apply to ECEE graduate programs.

Student Announcements
Every four years, OIEC administers the Sexual Assault and Related Harms Survey providing the campus with invaluable opportunities to educate students, gather data to improve prevention and support services, and address all forms of sexual misconduct in compliance with university policy and federal Title IX guidelines. This year’s survey opens on Oct. 22 and closes on Dec. 1. When students submit their survey responses, the survey software (Qualtrics) removes their email and IP addresses and locations. Participants who complete the survey can choose $10 in compensation or can donate the Campus Cash to the Basic Needs Center or the Graduate Student Emergency Aid Fund. Students who choose the Campus Cash will be redirected to a webpage completely disconnected from the survey, a process that protects their privacy and anonymity.

We are committed to advocating for your needs and have heard your concerns about parking costs. We are pleased to announce that our parking subsidization application for the 2024-2025 school year is now OPEN! We will be awarding $100 to graduate students in need of parking support.
Eligibility Requirements:
You must be a full-time student pursuing a graduate degree in one of the departments/programs within the College of Engineering and Applied Sciences.
You must have purchased a parking permit through Parking Services for the semester or the entire academic year. Please note that off-peak and off-campus parking (graduate and family housing) are not eligible at this time.

International Student On-Campus Presence Requirement & CPT/ECEN 5930 Internship Enrollment
International students in F-1 status are required to maintain on-campus presence every fall and spring semester as well as in a student’s first or final semester. An international student in F-1 status can have an internship that is outside of Colorado during the fall or spring semester only if the student will be working remotely from Colorado and maintaining their on-campus presence. A student in F-1 status can have an internship opportunity that is outside of Colorado during the summer if the summer semester is not the student’s first or final semester.
- To ensure CU Boulder’s compliance with F-1 visa regulations requiring on-campus presence, ISSS will not authorize CPT if the training takes place outside of Colorado during the fall and spring semester, or summer if it is the student’s final required semester to complete their degree requirements.

If you have a remote internship for Spring 2025, the enrollment requirements are listed here. You must apply to take the course at least one week before the start of any semester. If we receive your request after the one week deadline and before the Add deadline of that semester, your submission will be considered but there is no guarantee you will be enrolled. No student can be enrolled after the Add deadline.

Dissertation Title: In-Situ Multi-Layer Printed Circuit Board Characterization for Signal Integrity
Abstract: Signal Integrity is an area that is rapidly evolving from a niche in the Printed Circuit Board (PCB) world to a necessity in commercial applications as data rates in consumer electronics keep increasing. Measurement-simulation correlation is an important metric in assuring high-speed performance. To achieve good correlation, accurate extraction of various PCB parameters is essential. As such, this thesis proposes a 1-port in-situ methodology to extract the as-manufactured dimensions and dielectric properties for each layer in a multi-layer PCB. The values obtained using the proposed methodology can be directly used with quasi-static and full-wave simulators to accurately predict the performance of transmission lines on printed circuit boards.

Dissertation Title: Novel Electrowetting Devices and Their Applications
Abstract: Sam Gilinsky will present his work on the fabrication and characterization of tunable optical devices from the millimeter to the micron scale. These devices use the manipulation of a liquid surface through an effect called the Electrowetting on Dielectric effect and have been demonstrated in a wide variety of applications from biomedical imaging, to beam-steering.

ECEE Enhancing Campus Computing Security
The campus is implementing an initiative to make computing on campus more secure. CEAS is aggressively pursuing this initiative. ECEE is in the first phase of the initiative which is working with OIT to understand the scope and details of the project. This initiative entails that ECEE staff will work with every faculty member, graduate student working in labs, and each staff employee to identify every computer in use in offices and labs and record the requested information. The start date has not yet been determined. Update notices will be put in this newsletter and announcements made during department meetings.
