New CU Boulder international shipping policy

CU Boulder has enacted a new campuswide International Shipping and Hand-Carry Policy effective Nov 10, 2025. 


This policy applies to shipments made via courier, shipments made via freight, and domestic shipments with an ultimate end location that is international. This policy also applies to hand-carried items including, but not limited to, IT devices and research-related items, such as equipment, materials, data and biological or chemical substances. The policy was developed through a collaboration of Compliance, Ethics and Policy, the Office of Export Controls and CU Distribution Services.

CU Boulder is committed to promoting and protecting its ability to perform research domestically and internationally, which requires adherence to U.S. Export Control Laws and Regulations. The Office of Export Control (OEC) and CU Distribution Services are partnering to facilitate and manage international shipments and reduce the risk of export violation by ensuring shipment reviews are conducted in compliance with federal regulations and this policy.   

To further support this policy, enhancements to international shipping and hand-carry resources and procedures will be shared with campus early next year.
