Past Semester Tuition and Fee COVID-19 Information

Summer 2021

Tuition will not be adjusted in relation to the modality of courses. CU Boulder continues to deliver on its educational mission to students during COVID-19 through a mixture of in-person and remote courses. The university remains operational with remote and other online student support services and programs. Therefore, there are no plans to issue tuition refunds, partial or otherwise, due to the change in delivery/mode of instruction or services in response to the COVID-19 pandemic.
Location-based fees for Summer 2021 will be waived for students with all remote or hybrid remote/online class schedules (same and Fall 2020 and Spring 2021). 

Location-based fees are:

  • Athletic Fee (charged in fall and spring only)
  • Bike Program Fee
  • A portion of the Rec Center Expansion Fee
  • Transit Pass Fee

Spring 2021

  • Tuition will not be reduced. CU Boulder continues to deliver on its educational mission to students during COVID-19 through a mixture of in-person and remote courses, and during the remote start of spring semester. The university remains operational with remote and other online student support services and programs.
  • For our residence hall students, your room and board will be reduced to account for delayed move-in. Please visit Residence Hall Rates and Contracts for more information.
  • Some important dates will change:
    • The tuition payment deadline has been extended from Feb. 5 to Feb. 12.
    • Please note that the payment plan enrollment deadline is still Feb. 4.
    • If you are enrolled in a payment plan, your first auto-payment will still be processed on Feb. 5, not Feb. 12.
    • First refunds for financial aid were available starting Jan. 8 instead of Jan. 11
    • February bills for unpaid or new charges will be available on Feb. 17 instead of Feb. 11.
  • Student fees that do not offer remote or virtual experiences (location-based fees) will be adjusted for remote start as follows:
    • Location-based fees are the Athletic Fee, the Bike Program Fee,* a portion of the Rec Center Expansion Fee, and the Transit Pass Fee.* 
      *Colorado resident undergraduate students in tuition guarantee groups A–O will see "Student Bus & Bike Fee Refund." This label remains in effect during your four-year tuition guarantee.
    • 25% of location-based fees have been applied to students’ tuition accounts as a credit. You can view the credits in the “Credit and Payments” section at the bottom of “Account Detail.” Access to services like the bus pass will continue uninterrupted.
    • Students whose class schedules are all remote or hybrid remote/online will receive full location-based fee waivers (same as fall 2020). These students who wish to use services like the bus pass have a couple of options.
These adjustments were applied to your student account in early January before most people paid the spring bill. Instead of receiving an actual refund, the total amount due was reduced. You can view the location-based fee adjustments on your student account in the “Credit and Payments” section at the bottom of “Account Detail.” If you live in the residence halls, the on-campus housing rate you were charged was a reduced rate which reduced the total amount due for spring. Yes. Your CollegePass is valid during the period of remote start so you will have uninterrupted access to use the bus.

Spring 2021 bills will be available on Jan. 14. Payment is due Feb. 12. Students can access their student account information on the Tuition & Fees card in Buff Portal. Authorized payers can access the student account in CUBill&Pay. (Date may be subject to change.)
The blend of in-person, hybrid, remote and online courses offered this year does not diminish the quality and value of a degree from CU Boulder. The main accreditation criteria for our courses remain the same whether they are taught in person, online or remotely: our courses must involve regular and substantive instructor interaction with students. With remote and online teaching, faculty and instructors are still able to:
  • Provide regular instruction and interact regularly with their students. 
  • Provide full and substantive assessments and regular feedback on students’ coursework.
  • Be proactive and available in providing information or responding to students’ questions about the content of the course.

Faculty across campus continue to incorporate best practices for teaching and learning in various teaching modalities into the design of their courses.

In addition, the Center for Teaching & Learning has partnered with Continuing Education, the Office of Information Technology and the Office of Academic Innovation to offer workshops and provide resources and individual consultations for faculty on effective, evidence-based practices for remote and online teaching.

We are also prioritizing classes for in-person delivery whose academic outcomes are difficult to achieve virtually (e.g., computer labs, performance classes, studios).

Finally, the Boulder campus is going to great lengths to modify our campus operations in a way that will allow us to safely provide on-campus experiences for our students. We continue to make significant investments in our COVID-19 health and safety infrastructure in order to provide a safe learning and working environment for our students, staff and faculty.

Because the health and safety of students, faculty, staff and their families is our top priority, if necessary, the campus is prepared to make a decision to move to a fully remote learning environment in order to maintain the health and safety of our campus community. No matter the instruction mode, students will receive the full and accredited CU Boulder curriculum using the latest instructional design modalities and tools to maximize engagement between students, their peers and professors. If changes are made to class instruction mode for any reason, Spring 2021 tuition will not be adjusted.

Fall 2020

If you are changing rooms, you will receive a housing credit for $250. The credit should be processed in about 10 business days which means that the refund should be available in your account in about 3 weeks, if you signed up for direct deposit in Account Setup on the Tuition & Fees card in Buff Portal. If you have not signed up for direct deposit, a check will be mailed to you in about 4–6 weeks. If you choose to leave campus instead of changing rooms, refer to Section 11b of your housing contract. See Rates and Contracts. Please remember to turn in your mailbox key before you leave to avoid key charges on your bill. Will I receive a refund since I am on a 14-day, voluntary self-quarantine and there may be services I can’t use?

There will not be fee reductions or refunds. Students will continue to benefit from services and support resources funded through fees. See fee descriptions.

The COVID-19 Prearrival Test Credit of $100 posted to student accounts overnight on Sept. 3. You qualify for this credit if you provided proof of your negative COVID-19 lab result when you moved in to the residence halls. 

How and when will I get a refund?

Refunds will apply to any outstanding charges on your bill first. If you have signed up for direct deposit, any remaining refund will be deposited into your designated bank account in 3–5 business days, depending on your bank. If you have not signed up for direct deposit, you will receive a check in 7–10 business days at your current mailing address. Review details on your student account under Balance Summary on the Tuition & Fees card in Buff Portal.

Students and faculty traveling during fall break and then returning to campus could put the health and safety of the campus at risk. For this reason, the decision was made to move all instruction to remote and online after fall break. In-person teaching will happen as much as possible before Thanksgiving, while promoting student, faculty and staff safety.

Shortening fall break and conducting all classes remotely or online after fall break will help us avoid potential COVID-19 outbreaks toward the end of the semester as much as possible. Students will still receive the full benefit of class instruction through the end of the semester. The CU Board of Regents sets tuition and fees for all CU campuses each spring as part of the regular budget cycle. This year, the board approved a zero percent tuition increase for incoming and returning students. CU Boulder’s four-year undergraduate tuition guarantee provides additional certainty for incoming and continuing students by ensuring tuition doesn’t increase over a student’s first four years.
  • Tuition and fees vary depending on your degree, college/school/program and the number of credit hours in which you enroll. Visit Costs for more information. The good news is, tuition rates will not increase for the 2020–21 academic year. This means that students entering the university in the Fall of 2020 will pay the same tuition rates as students who entered in the Fall of 2019.
  • Fall bills will be available online by August 13. Students will get an email notification when the bill is available and they will access the bill through Buff Portal (buffportal.colorado.edu). Bills will not be mailed. Parents and families do not automatically have access to the bill. In Buff Portal, students can authorize up to five people to view and pay the bill online.   • Fall payment is due September 5. Additional charges like books, digital course materials and supplies may be billed the following month.

Summer 2020

The safety and well-being of our students, faculty and staff continues to be our top priority. All summer classes will be offered in an online, remote or hybrid teaching format. These are the best options for providing continued high-quality education and maintaining everyone’s health to the best of our ability. Faculty and staff are working diligently to ensure that students’ education at CU Boulder maintains the same academic rigor and structure as in-person classes. Summer 2020 tuition will remain the same but with additional lead time and planning, we are able to waive several fees over the summer semester to help reduce student costs.

Spring 2020: Classes, Tuition and Fees

We understand the disruption and uncertainty the COVID-19 pandemic is causing worldwide. By placing the health and safety of our students first, we have had to adapt the way we deliver education to students. Students still have the opportunity to complete the courses for which they are enrolled. CU Boulder faculty are working diligently to ensure students receive a quality education and academic rigor even though classes are being given remotely. Our goals are to minimize disruption and allow students to continue with classes while maintaining the safety and health of our community. Spring 2020 tuition and fees will not be adjusted.

Mandatory fees, including the Student Activity fee, are not being refunded or adjusted for the Spring 2020 semester. Mandatory fees are paid by all students to support a variety of resources and services. Resources funded by student fees continue to support the services students are being offered remotely. For example, Counseling and Psychiatric Services (CAPS) is providing remote counseling alternatives; Medical Services remains open to support students in person or virtually and offers a 24/7 nurse line; the Recreation Center is offering virtual fitness classes; and the Center for Student Involvement continues to host virtual events and support to student organizations. Other mandatory student fees cover facilities maintenance and are important to meet the debt obligation. Student fees also provide salaries and benefits for student and staff employees who support services and resources available through student fees.

Late and finance charges for the April 5 and May 5 payment deadlines have been waived. Financial holds for students with outstanding balances from spring 2020 are temporarily lifted so they are able to register for summer and fall classes. Spring 2020: Housing Deposit & Room and Board Credits and Refunds

In support of students and their families, housing deposits ($300) and prorated room and board will be returned to students living on campus during Spring 2020.

If you are a CU Boulder student returning to the residence halls for Fall 2020, your $300 housing deposit will be held for the 2020-21 academic year.

The room and board credit will be prorated from the date students formally check out of the residence halls through the end of the semester. Formal checkout includes moving all belongings out of the room. 

The housing credits will appear on the student’s account as “Housing Room & Board Adj” and will apply to charges first. See the three examples below.

The amounts used in these examples were chosen randomly and are being used for illustration purposes only.

If there is any money leftover after applying to the charges on the account, refunds will be issued to students in one of two ways:

DIRECT DEPOSIT:  If students have signed up for direct deposit in Buff Portal, the refund will be deposited into the student’s designated bank account within three to five business days from when the remaining credit (after applying to charges) appears on the bill, depending on the bank.

Parents cannot sign up for direct deposit of refunds.

TIP: Students, sign up for direct deposit if you haven’t already! If you are due a refund, the quickest way to receive it is through direct deposit. Sign up as soon as possible in Buff Portal. (See instructions for Direct Deposit for Tuition & Fee Refunds.)

MAILED CHECK: If students have not signed up for direct deposit, a check will be mailed to students’ permanent address (if no mailing address exists) within two weeks from when the remaining credit (after applying to charges) is on the bill.

Students can check their charges and the credit by viewing their account in Buff Portal. Authorized payers can view the student account by logging in to CUBill&Pay.

If you still don’t see a refund yet, one of the following conditions applies:
  • The amount of charges on the student account exceeded the amount of the housing credit.

  • If you don’t see “Housing Room & Board Adj” on your student account, then the housing credit hasn’t been applied to the bill yet. Credits continue to be applied in no particular order through the end of May. We thank you for your patience.

  • If you see “Direct Deposit Refund” in the account detail, then the refund is on its way to the student’s designated bank account or it has already been deposited. Some banks take longer than others. Check your (the student’s) bank account.

  • If you see “Refund” in the account detail, a refund check will be issued and mailed to the student’s permanent address (if no mailing address exists). Students can check their addresses under Profile in Buff Portal. This process can take up to two weeks.

Students and parents (who are authorized payers) can the check the student account for credit and refund account activity. Students can view their account in Buff Portal and authorized payers can view the account in CUBill&Pay

Students receiving an on-campus housing credit will not have any adjustments made to grants, loans, and most scholarships. Athletes receiving financial aid will require review in accordance with NCAA guidelines. Resident Advisors will have their housing waivers adjusted and will not receive a refund.
