Executive order on "Improving Oversight of Federal Grantmaking"

Dear PIs, Deans, Chairs and Institute Directors,

I am writing to acknowledge concerns across the campus community following the recent Executive Order (EO) on Improving Oversight of Federal Grantmaking (August 7, 2025). 

While the full details of implementation within each agency are emerging, we understand that this policy shift raises important questions—particularly regarding support for research in areas that may be viewed as politically sensitive.

I want to reassure you that campus leadership is closely monitoring the developments related to this executive order, and that we are in contact with professional organizations such as AAU and APLU, as well as with peer institutions.   

I encourage you to:

  • Let us know of any instances of funding, increments or no cost extension delays that you encounter by emailing federalnotifications@colorado.edu.
  • Be aware that this EO may cause delays or interruptions of new funding or opportunities announcements.
  • Remain in close communication with program managers at funding agencies regarding timelines of new awards, funding increments or no cost extensions.
  • Share any developments, questions or concerns through Buff Info, where they will be consolidated, reviewed and responded to in a coordinated and supportive manner.
