CU Boulder Vanpool Program - Participant Rules and Application

Participant Eligibility

The University of Colorado Boulder (CU Boulder) offers commute vanpools provided and managed by Commute with Enterprise, a rideshare program for employees to get to and from work (CU Boulder Vanpool Program). To be eligible to participate in the CU Boulder Vanpool Program, participants must be CU Boulder employees, affiliates, or contractors currently working at CU Boulder and follow the rules below.

Work Commute Purpose

Participants shall only use the CU Boulder Vanpool Program for its intended purposes, which is to commute to and from work for the University of Colorado Boulder. No participant may drive or ride in a vanpool for any other reason. Personal use is prohibited.

This is a CU Boulder Vanpool Program requirement that is applicable, and that program management may enforce, regardless of whether Commute by Enterprise (or any other Enterprise Rideshare program by another name that is applicable here), allows personal use.

Participation Fees - Monthly Payments

Employees who are paid monthly are deducted directly from their paycheck:

  • $20/mo for Frontline Service Employees (as defined by CU Boulder Human Resources based on job code, see https://www.colorado.edu/hr/frontline-service-employees).
  • $50/mo for all other employees, temporary employees and affiliates.
  • Employees paid bi-weekly or temporary contractors must work with the CU Boulder Vanpool Program management to set up automatic payment through Commute with Enterprise.
  • Fees cover the cost of rides taken for the month in which they are deducted.
  • Fee Schedule for first or final month

New participants who ride more than one full week of their first month will be charged a full month’s fee, which may be assessed the following month depending on the payroll cycle. Participants leaving the program will be assessed a full final month fee unless they ride less than seven days that month. When cancelling participation, please notify the CU Boulder Vanpool Program as soon as possible so that adjustments with payroll can be processed. Parking Permits

Vanpools receive a free parking permit for one assigned lot. Registered vanpool drivers are responsible for compliance with applicable state and municipal statutes/ordinances and University Parking and Traffic Regulations while operating and parking vehicles on the CU Boulder campus. Violations are enforceable by citation penalty fines, vehicle impoundment and/or criminal charges.

Driver Authorization Steps

To be eligible to be a driver in the CU Boulder Vanpool Program, a participant must:

  1. Take and pass CU Boulder’s Defensive Driver Training Course and have written proof of passing.
  2. Apply to be a driver with Commute with Enterprise to check driver MVR (Motor Vehicle Record) and have been approved by Enterprise in writing to operate the vehicle as permitted by signing their operator contract.
  3. Complete and sign the application at the bottom of this page.

Driver Authorization: You must complete the necessary steps to be authorized to drive the van, which includes meeting all the eligibility requirements set by the CU Boulder Vanpool Program and by Commute with Enterprise.

Commute with Enterprise driver requirements:

  • You must be at least 25 years old.
  • Hold a valid driver’s license from your state of residence.
  • Meet the renter qualifications set by Enterprise Rideshare.
  • No major convictions in the past five years (i.e. driving under the influence of alcohol or drugs, failure to stop and report an accident, driving while license is suspended or revoked, etc).
  • Be licensed a minimum of five years in the United States.
  • Meet and comply with any laws/criteria required by the state where the vanpool is operated (i.e. medical requirements, drug screen).
  • Have no more than two moving violations and/or at-fault accidents in the previous three years and no more than four moving violations and/or at-fault accidents in the previous five years.

Usage Restrictions: Only the eligible renter who has signed an operator contract with Enterprise can drive the vehicle. No one else is permitted to drive the vehicle.

Liability for Unauthorized Driving: If you drive without proper authorization, you will be removed from the program and may be held personally liable for any damage that occurs.

Insurance and Liability

If you are not an eligible renter with an executed operator contract with Enterprise and are involved in an accident, you may be legally and financially responsible for any damage to the vehicle and any third-party liability. The University of Colorado's insurance will not cover non-eligible renters.

**This is an important reminder to ensure all necessary authorizations are in place before driving the vehicle to avoid liability and ensure coverage in case of an accident.**

CU Boulder Vanpool Program management reserves the ability to deny any person the ability to participate in the program if they violate these rules, other applicable requirements, or are otherwise ineligible.
