  • What: The following video was created by the State of Colorado Department of Labor Relations to help all state agencies, including CU Boulder as an Institution of Higher Education, understand the landscape of our complex campus community. All new non-classified and non-covered employees must watch this 15-minute video during the first month of their employment at CU Boulder.
  • Why: All members of the campus community must understand the responsibilities of working in a unionized environment and our campus’s commitment to neutrality under the partnership agreement.  
  • Who: This video is for all non-covered and non-classified employees. The following employee types must watch this video.
    • All faculty (adjunct, lecturers, tenure, tenure-track)
    • Research faculty
    • University staff
    • Temporary staff
  • You can find your employee type in your offer letter and/or speak with your supervisor. Classified covered employees are expected to attend their own Colorado Workers for Innovative and New Solutions (COWINS) Orientation during their first month of employment. Additional Information: In June of 2020, the Colorado Partnership for Quality Jobs and Service Act was signed into law, recognizing Colorado WINS as the certified employee organization for covered State employees. The Parties successfully negotiated the Partnership Agreement in 2021 and wages in 2022. In the fall of 2024, the State of Colorado and Colorado WINS successfully renegotiated the Partnership Agreement, including wages, and the new language is included in the updated Agreement. Colorado Governor Jared Polis signed this Agreement into effect on September 23, 2024. The updated Partnership Agreement can be read here.
