Horizon 1 Initiatives
As part of Horizon 1, five key initiatives will bring CU Boulder HR into the future.

Three of these initiatives have working groups that are recruiting for members: HR Processes & Standards, HR Culture, and HR Technology. Read more about each one below.
Group 1: Process & Standards
Today, our HR processes and services tend to be highly manual and inconsistent which hinders our ability to satisfy our customers and can create an inequitable employee experience. To bring consistency to our processes and services, the Process & Standards Working Group will:
- Define and implement standards for key HR processes—hire, maintain, separate—for all employee types.
- Define and communicate Service Level Expectations (SLE) and SLE reporting for HR customers.
Group 2: Culture
Today, due to the variability in processes and services in HR, there is a lack of clarity about what HR does and does not do across campus. The Culture Working Group will:
- Define the CU Boulder HR value proposition to create clarity around what HR does and does not do.
- Create a refreshed HR identity, by campus brand standards, to help clarify the role of HR on campus and support a shared HR culture.
Group 3: Technology
Today, there is a lack of coordination and integration in our HR technology systems. The Technology Working Group will:
- Document current CU Boulder HR systems and data flow.
- Draft a technology roadmap for systems and resources to support the CU Boulder HR vision.
HR BLUEPRINT, HORIZON 1 Working Group Requirements
If you would like to be considered for one of the three Horizon 1 working groups recruiting for members, you must:
- Be able to commit to 2-4 hours per week for the next 12 months (meetings + assigned tasks)
- Attend 90% of the scheduled working group meetings (no proxies)
- Have supervisor approval to participate
