On May 16, 2019, the Colorado Department of Personnel & Administration, Division of Human Resources, issued the FY19-20 compensation plan for classified employees. 

For FY 2019-20, currently active state classified employees hired prior to July 1, 2019, will receive an across-the-board (ATB) pay increase of 3%. The pay increase is calculated on the base pay only and does not include any temporary pay. The increase will be base-building up to the pay range maximum. Any remaining increase above the pay range maximum will be non-base building, paid out in a one-time lump sum.

If an employee’s new salary (after the ATB is applied) falls below the new FY19-20 pay range minimum for their job classification an additional increase to the pay range minimum is applied.

The following information outlines the order for implementing this year’s classified staff pay increases:

  1. The classified staff pay ranges will be increased by 2%.  This is a range adjustment only and does not impact actual employee salaries. The FY 2019-20 classified staff pay ranges are available on the Department of Personnel Administration Compensation Plans and Reports page.   
  2. A 3% increase will applied to the employee’s base pay up to the new revised range maximum.  Note that the pay increase is applied to base pay only and does not include any temporary pay.
  3. Individuals whose base pay reaches or exceeds the range maximum without receiving the full 3% in base-building will receive the difference as a one-time, non-base building payment.
  4. After the 3% ATB increase is calculated, the employee’s new adjusted base salary will be placed into the new FY 2019-20 compensation plan salary range.  If the salary is below the new range minimum, a base-building increase will be added to bring the employee’s salary to the minimum of the salary range.
