The Sr. AVC/CIO is the senior administrator responsible for IT strategy and policies, infrastructure, and service offerings related to supporting the academic, research, and administrative enterprises of the university. This position guides the university’s executive leadership team with a compelling vision of how technology can better drive and enhance the competitive advantage of CU-Boulder’s mission, while also keeping operations and shared services at a campus-wide scale running efficiently and optimally. The Sr. AVC/CIO reports directly to the Executive Vice Chancellor and Chief Operations Officer.

The position is responsible for the strategic management of the Office of Information Technology (OIT) with approximately 300 regular and 150 student employees and a budget of $60M. This position is expected to be a digital transformation visionary capable of innovative strategic leadership. The Sr. AVC/CIO will also serve as an active member and leader on the Strategic Resources and Support leadership team and support the COO in collaborative decision making. What Your Key Responsibilities Will Be

Lead the Office of Information Technology

• This position provides executive-level strategic leadership to CU Boulder’s Office of Information Technology, responsible for the effective and efficient delivery of approximately 180 IT services. This includes responsibility for setting the technical direction and service strategy, including continuous service improvement and processes based on an IT Service Management framework. 
• This position is also responsible for facilitating the technology governance framework, enabling OIT to support the mission of the university through highly reliable IT services and infrastructure. 
• This position entails financial management of the unit, including budget planning and financial performance, as well as all staffing and talent management. 
• This role provides leadership and management to a team of Director-level staff that supervise centralized IT service delivery, support and infrastructure as well as business operations that support the successful functioning of the centralized IT organization.
• The Sr. AVC/CIO ensures that the campus has robust and efficient IT enterprise and shared services that support integrated business processes, including the support of data analytics. This includes maintaining a symbiotic relationship with University Information Systems (UIS), building on core UIS enterprise systems to develop campus-specific processes, programs, and services. 

Provide Strategic IT Leadership to Boulder Campus Executive Leadership and Four Campus IT Governance 

• The Sr. AVC/CIO provides a progressive IT strategic vision for the campus and leadership in the development of IT policies and the prioritization of resources for a constantly evolving IT landscape in which academic continuity and research drive are essential to the successful operation of the university. This involves balancing often competing interests around centralization of IT services, shared services, federation and customization by leading the campus in an optimal governance model that promotes transparency, collaboration, and the most cost-effective use of resources. 
• The role will develop and institutionalize meaningful metrics for supervising and measuring the performance of IT.
• This role leads campus-wide initiatives and executive-level projects, fostering strategic partnerships with partners from System and other campuses in carrying out enterprise solutions that use technology. This involves providing ongoing executive level sponsorship and reinforcement of organizational change philosophies related to new campus-wide and cross-campus IT initiatives. 

What We Require

• Master's Degree or higher from an accredited institution. A combination of education and/or relevant experience as described below may be substituted for the master’s degree on a year for year basis. 
• Six years of progressive management and leadership experience in a complex IT services organization, including a minimum of five years as a senior IT leader in a higher education or research setting with supervisory and budget responsibility.

• Ability to guide technology direction through influence, relationships, partnerships and transparent governance.
• Significant demonstrable experience in understanding and leading information security and compliance efforts.
• Ability to listen effectively and create support from various campus constituencies.
• Ability to translate campus business objectives into tangible, transparent IT initiatives that are executed within scope, budget and agreed upon timelines.
• Superb communication skills, both verbal and written, with the keen ability to convey technically complex information and concepts into accessible terms.
• Strong analytical, critical-thinking and problem-solving skills.

What We Would Like You to Have

• A Doctoral Degree from an accredited institution. 
• Ten years of progressive management and leadership experience in a complex IT services organization.
• A minimum of eight years as a senior IT leader in a higher education or research setting with supervisory and budget responsibility.
