OIEC Sept Compliance Letter 2026
From: Administrative E-Memo / oiec@colorado.edu
Subject: CU Boulder's commitment to nondiscrimination
Send date: September 24, 2026
Dear faculty, staff and students,
At the start of each academic year, we reaffirm CU Boulder’s commitment to a nondiscriminatory working, learning and living environment. Together, through a shared commitment to a respectful and inclusive culture and ongoing efforts to enhance university policies and programs, we build on our progress and strengthen our campus community.
University Policies, the Role of OIEC and Support Resources
The Office of Institutional Equity and Compliance (OIEC) implements the university’s nondiscrimination policies through education, assessment, support and response to protected-class discrimination and harassment, sexual misconduct, stalking, intimate partner violence and related retaliation.
Employees responsible for teaching, advising or overseeing students, staff or faculty are required to report incidents they witness or learn about that may fall under these policies. Reporting helps ensure that those impacted are informed about resolution options and can access support and confidential resources.
Please contact oiec@colorado.edu with questions or to report a concern.
Coming This Fall - New Training Notifications and Reminders
Required training for staff and faculty, Nondiscrimination, Sexual Misconduct and Reporting, must be completed within 30 days of employment and every three years thereafter. Beginning Oct. 20, 2026, the online training will be assigned through Percipio. Employees who are due to complete the training will receive an email notification. By moving to direct assignment and automated reminders, we hope to make it easier for employees and supervisors to keep track of training obligations to ensure timely completion.
OIEC will continue to offer in-person sessions for employees without computer access or who need translation services. Contact oiectraining@colorado.edu with training questions or to request a skills-based workshop.
Updates to University Policies
APS 5015 Consensual Amorous Relationships
The revised Consensual Amorous Relationships Policy (APS 5015) took effect July 1, 2026. Informed by feedback and engagement from across our community, the new policy strengthens protections, clarifies when supervisory authority conflicts with a relationship, specifies disclosure requirements, and more clearly distinguishes conflicts in a consensual relationship from conduct that is unwanted or abusive.
APS 5065 Protected Class Nondiscrimination Policy
The Protected Class Nondiscrimination Policy (APS 5065) was revised on August 10, 2026, to clarify the official designation of Title VI Coordinator roles across the University of Colorado system. OIEC's Vice Chancellor serves as both the Title VI Coordinator and Title IX Coordinator for the Boulder campus. OIEC also maintains designated deputy coordinators responsible for case resolution processes, support and safety measures, and prevention education initiatives.
APS 5014 Sexual Misconduct, Intimate Partner Violence, and Stalking Policy
The Sexual Misconduct, Intimate Partner Violence, and Stalking Policy (APS 5014), will also be updated, effective October 1, 2026. Changes to this policy will be limited to further clarification of behaviors that would meet the legal definition of domestic violence. A systemwide working group will be convened over the next academic year to determine if further changes are warranted to this policy.
Accessibility and Accommodation Resources
CU Boulder works to ensure that its programs, services and activities are accessible and responsive to the needs of all participants, including individuals with disabilities and those with needs related to pregnancy, lactation or religion. Learn more about available accessibility and accommodation resources.
The Student Academic Accommodations for Religious Observances Policy was recently revised, and a Religious and Cultural Observances Calendar is now available. We encourage faculty, staff, and students to use these resources to support awareness and planning throughout the academic year.
Free Speech and Academic Freedom
Understanding the distinction between free speech and harassment, and the foundations of academic freedom, can help us exercise these important freedoms with integrity and contribute to a productive campus environment.
Thank you for your commitment to creating a respectful and inclusive CU Boulder community. Please contact OIEC with questions or for additional information.
Sincerely,
Llen Pomeroy
Vice Chancellor & Titles IX & VI Coordinator
