On Jan. 31, the federal Health and Human Services declared a public health emergency as a result of confirmed cases of 2019 novel coronavirus in the United States.
Under a presidential proclamation issued March 11, the following restriction will take effect at 11:59 p.m. (EST) on Friday, March 13 and applies to individuals who have recently traveled to Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland and wish to enter the United States:
- Foreign nationals (not a U.S. citizen or U.S. permanent resident) – other than immediate family of U.S. citizens and permanent residents – who have traveled to these countries within the last 14 days will be denied entry into the United States. The presidential proclamation describes who may qualify as an immediate family member of a U.S. citizen or permanent resident.
The restrictions on individuals who have recently traveled to China and Iran under the presidential proclamations previously issued remain in effect. Please see the previous ISSS Immigration Alerts for more information on the previous presidential proclamation restricting entry from China and Iran.
Summary of All U.S. Entry Restrictions
Therefore, based on the presidential proclamations, if you are a foreign national (not a U.S. citizen or U.S. permanent resident) and you depart the United States and travel to China, Iran, Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland, you will not be able to return to the United States until 14 days have passed unless you meet the definition of an immediate family member of a U.S. citizen or a permanent resident. These restrictions will remain in effect until the president terminates them.
International Student and Scholar Services (ISSS)

ISSS will have normal office and drop-in hours through Friday, March 13, 2020. In response to the university's guidance that employees work remotely whenever possible, as of Monday, March 16, 2020, ISSS will be providing services including advising remotely. We will offer advising via Zoom Monday, Tuesday, Thursday, and Friday from 10 a.m. to 12:15 p.m. and Wednesday from 12:30 p.m. to 3 p.m. There are instructions posted on our website on how to participate in advising via Zoom. You may also reach ISSS via our general email account, isss@colorado.edu or by phone at 303-492-8057 during normal office hours, 8 a.m. to 5 p.m. For our sponsored students, the Third-Party Sponsored Student Advising hours are posted on the ISSS website and all sponsored student advising will also be offered via Zoom starting Monday, March 16, 2020.
