Carlos A. de la Parra

Carlos A. de la Parra is Founder and Managing Partner of Centro Luken de Estrategias en Agua y Medio Ambiente, S.C. (Luken Center for Strategies on Water and Environment), with more than 30 years of experience in environmental research and practice along the U.S.–Mexico border. He previously served as a research professor at El Colegio de la Frontera Norte in Tijuana, Mexico, and held public service roles as Regional Federal Officer in Baja California and as representative of Mexico’s Ministry of Environment and Natural Resources (SEMARNAT) at the Mexican Embassy in Washington, D.C.
He currently chairs the Board of Directors of Restauremos El Colorado, a Mexican nonprofit organization working in the Mexicali Valley on water management for ecosystem restoration and serves on the Board of Directors of the North American Development Bank (NADBank) as Representative of Mexican Civil Society. He holds a Ph.D. in Environmental Planning from the University of Michigan.
