Barbara Green

Barbara Green is a founding partner of Sullivan Green Seavy Jarvis L.L.C. where she practices land use, environmental, and natural resources law.

Much of Green's practice includes serving as special counsel to local government clients on matters arising at the intersection of land use law and planning, water supply and water quality protection, and environmental law and regulation. She has defended local government authority in state and federal courts to address the adverse impacts of natural resource development on private and public lands and represents municipalities and counties in state and federal rulemaking, planning, permit processes, and intergovernmental negotiations. Barbara also represents a variety of clients in matters involving mining, oil and gas, hazardous and solid waste disposal and clean-up, CERCLA, the Endangered Species Act, NEPA, and the Clean Water Act.

Barbara serves as General Counsel to Northwest Colorado Council of Governments and as General Counsel to the Rocky Mountain Low-level Radioactive Waste Compact. Additionally, Ms. Green serves as a mediator, applying her post graduate training in conflict resolution and group dynamics.

Barbara is a member of the Rocky Mountain Land Use Institute Advisory Council, the University of Denver Water Law Review Advisory Board, and recently completed an 8-year term on the board of the Sonoran Institute where she focused on integrating land use and water supply planning in the Colorado River system. She is a former member of the Colorado Mined Land Reclamation Board and Colorado Ground Water Commission.

Ms. Green holds a B.A. from Northwestern University, an M.P.A. and J.D. degree from the University of Colorado in Boulder, and a Masters in Humanities from the University of Colorado at Denver. Prior to attending law school Ms. Green served as Town Administrator for the Towns of Oak Creek and Yampa, Colorado and was Assistant City Manager for the City of Steamboat Springs. Her life was changed by studying with and being mentored by Charles Wilkinson and David Getches.
