Dear [first],

We hope you and your families are staying safe. In light of the challenges presented by COVID-19, we want to provide some additional reminders and details about Fall 2020 residency petitions.

If you've been intending to petition for Fall 2020, we encourage you to do so. Our tuition classification officers will review your residency petition and your individual situation carefully and give consideration for extraordinary circumstances beyond your control. To help us help you, please provide us with as much detail as possible.

To ensure prompt review, we recommend completing an online petition and submitting it with all required documentation well before the deadline on July 17, 2020. If you choose to mail your petition, please expect a slight processing delay; incoming mail is currently only distributed to tuition classification officers once a week.

If you have questions about the petition process, please review our tuition classification information for adult petitioners, especially the graduate student video. Individual questions may be sent to

Employment or Housing Disruptions

Most of you secured your legal ties to Colorado long before the start of the crisis; however, we understand that your circumstances may have changed due to COVID-19. If so, please provide a detailed explanation of your current circumstances in your petition, along with your plan to achieve compliance with Colorado residency requirements once social distancing measures are over. Please be as specific about dates and details as you can.

State Office Closures

At this time, most state and county Division of Motor Vehicles offices are closed to public contact. If you were unable to obtain your Colorado driver's license/ID and vehicle registration within the 120- and 180-day grace periods allowed for new residents, please explain in your petition why you didn't complete these tasks prior to the closures.

State & Federal Tax Returns

The federal and state tax filing deadlines have been extended to July 15, 2020; however, we strongly recommend filing ahead of that date to allow you to submit your completed residency petition before the July 17 petition deadline.

Considerations for International Students & WRGP Participants

International students with student visas (e.g., F-1, F-2, H-3, J-1, M-1, M-2) do not typically qualify for in-state tuition and should not submit a petition without first contacting the tuition classification office at

Graduate students who qualify for in-state tuition rates under the Western Regional Graduate Program (WRGP) should not make changes to their domicile and should not petition for in-state tuition.
