Energy Master Plan
In 2022, CU Boulder completed an Energy Master Plan to provide an implementation roadmap for a clean-energy future for the campus. Stakeholders from across campus worked with a consultant to review current state, develop energy conservation goals and outline a timeline with stakeholder responsibilities to meet campus goals.
This Energy Master Plan (EMP) establishes the University’s approach to realizing a financially sustainable energy program that focuses on energy efficiency, greenhouse gas (GHG) emissions reductions, and provides a reliable energy supply that enables and enhances the campus’ mission of education and research.”


The EMP created an Energy Action Group comprised of representatives from each stakeholder group across the campus community. The EAG defined an action plan for implementation as:
- Energy Monitoring/Reporting/Benchmarking – ESO and UES
- Standards and Policy - PDC, Operations, CSO, ESO, UES
- Outreach and Engagement –
- Staff Education – Operations Lead
- Campus population – E-Center Assistance, 3rd party
- Renewable development on-site – CSO, ESO, UES
- Power Plant De-Carbonization – UES, PDC
- Resilience – Campus Resiliency Program Manager, PDC, UES, ESO
- Innovation/Leadership – DSI, CSO, AVC
The EAG meets twice per semester, with additional focus group meetings throughout the Summer. Stakeholder are encouraged to bring forward needs within their division for the EAG and ESO to address.
