David Skaggs is a lawyer with Dentons US LLP, where he leads the legal team challenging the constitutionality of the Colorado Taxpayer Bill of Rights. He’s a member of the Board of Trustees of the American University of Iraq and the U. S. Association of Former Members of Congress. He is co-Chairman of the Board of the U. S. House of Representatives Office of Congressional Ethics and was Executive Director of the Colorado Department of Higher Education in the Ritter Administration. A Marine veteran of Vietnam, Skaggs served six terms in Congress (1987-99) as U.S. Representative from the 2nd District of Colorado.
