Mr. Owen currently serves as the Consultant Program Manager for the City of San Diego’s $3.5B Pure Water potable reuse program. A professional engineer in three states with more than 35 years of experience, he has advised utilities on wastewater, drinking water and water reuse facility planning and treatment for over 7 billion gallons per day of treatment capacity throughout the United States. Mr. Owen has provided technical and facilitation support to USEPA, AWWA, and water agencies on a range of policy issues since 1990 - including regulatory development, advanced technology implementation and utility compliance. He currently serves on the Executive Committee of the newly merged Water Research Foundation, having served as the Board Chair the WateReuse Research Foundation and Water Environment & Reuse Foundation. He also served two terms on USEPA’s National Drinking Water Advisory Council (NDWAC) and on advisory boards for the universities of Texas, New Hampshire, Columbia, and the North Carolina School of Public Health.
