Guide to Equitable Risk Allocation in Design-Build Projects (A Charles Pankow Foundation-ACEC Research Institute-DBIA Partnership)

Project Overview and Objectives

The Charles Pankow Foundation (CPF) has partnered with the American Council of Engineering Companies (ACEC) Research Institute, the Design-Build Institute of America (DBIA), and the University of Colorado Boulder to evaluate how design-build (DB) procurement and contracting methods such as qualification-based selection (QBS) and the use of target pricing, address risk and insurance challenges for the engineering and design community. With DB project delivery constituting nearly 50% of the US design and construction market; there is a pressing need for innovative solutions to address current challenges and take advantage of opportunities to improve the delivery method. This research will develop data-driven guidance for owners through the following objectives:

  • Determine the role of various DB procurement and contracting methods, such as Progressive DB, QBS, and target pricing, in addressing the challenges facing owners and industry partners.
     
  • Offer owners and industry partners guidance on implementing DB methods to mitigate risk, insurance, and claims challenges in complex DB projects.
     
  • Recommend practices to owners and industry members to prevent significant claims and delays commonly experienced in DB projects.
