I. Policy Statement

Satellite food and beverage service facilities in general fund buildings require additional campus provided service and maintenance.  The cost of these services must be paid for by the school, college, or department contracting for the service.   

  1. This policy is effective immediately and applies to any new, renewed, or amended existing contract for satellite food services.
  2. Reimbursement to the General Fund for all satellite food service contracts will begin July 1, 2014.
  3. Vending machines are exempt from this policy because they are covered by a separate campus-wide contract.
  4. This does not apply to University food providers (including the University Memorial Center and Housing and Dining Services) that are providing food services within their own facilities.
  5. This policy does not apply to any special event zone as provided through the CUUF policies.

II. Definitions

  1.  “Satellite Food Service” means any food or beverage service, including but not limited to a cafe, restaurant, stand, or counter where food or beverages are sold, not located in the University Memorial Center or any University Housing & Dining Service facility.

III. Satellite Food Service

  1. Any proposed use of campus space within a general fund facility for satellite food and/or beverage service must be approved in advance by the Vice Chancellor with responsibility for that space.
  2. Satellite food service may be contracted through a third party provider or an internal University department.
  3. All third party satellite food service contracts and contract renewals must be standardized, negotiated, and administered by the Boulder Campus Real Estate office.
  4. The cost reimbursement charge (utilities, maintenance, custodial, and other facility operating expenses) associated with operating a satellite food service within a general fund facility will be paid for by the school, college, or department that is sponsoring the activity.
  5. The cost reimbursement charge will be paid to Facilities Management by the school, college, or department sponsoring the food service provider.
  6. The cost reimbursement charge rate will be set annually by Facilities Management in consultation with the Office of Planning, Budget, and Analysis.
  7. Satellite food service providers must comply with all applicable provisions of the agreement between Pepsi Bottling Group and the university dated July 14th, 2010 and any successor agreement providing exclusive rights for beverage distribution.  This agreement provides Pepsi exclusive rights for distribution of beverage products throughout the campus.
  8. Satellite food service providers should reasonably abide by campus sustainability operating standards and the campus Fair Food guidelines.
  9. Employees and agents of food service providers must meet the Campus background check policy requirements.
  10. All Satellite Food Service operations should provide and post a copy of their operating permit and shall be inspected by the Boulder County Health Department as necessary. 

IV. Food Carts/Trucks

  1. Third party food carts/trucks are not permitted on main campus.
  2. Third party food carts/trucks on East and South campuses are only permitted in outdoor spaces and must complete the contracting process through the Events, Planning and Catering Office in the University Memorial Center.
  3. The permit fees shall be set annually by the Office of Planning, Budget, and Analysis.
  4. Third party food carts/trucks must comply with all applicable provisions of the agreement between Pepsi Bottling Group and the university dated July 14th, 2010 and any successor agreement providing exclusive rights for beverage distribution. 
  5. Third party food carts/trucks should reasonably abide by campus sustainability operating standards and the campus Fair Food guidelines.
  6. Third party food carts/trucks should provide and post a copy of their operating permit and shall be inspected by the Boulder County Health Department as necessary.
