Andrew was a career civil servant in US Department of Energy (1975-1990) and US Department of State (1990-2015). He retired as Senior Advisor, Space and Advanced Technologies in September 2015. Since October 2015, Andrew has served as a consultant on science, engineering and technology for development, an advisory board member for various engineering schools and centers, and an adjunct professor in the School of Engineering and Applied Science at the University of Virginia.

He's an accomplished, energetic leader with a long record of achievements in strategic planning for science, technology (S&T), engineering, innovation, related domestic and international collaboration and activities at the intersection of intelligence, diplomatic, defense and development spheres. Andrew has extensive relations with academic, industrial communities and civil society.  He has extensive knowledge of basic and applied research in a range of S&T fields, engineering, and emerging and disruptive technologies including information and communication technologies and Internet; he has seasoned written, speaking and listening skills; he's capable in three foreign languages; and he is a recognized mentor for young scientists and engineers, as well as university faculty members, for careers and assignments in the Federal workforce.
