Qualification Summary
Dr. Lofquist is a research associate and adjunct professor at the University of Colorado in Boulder teaching the Graduate level Introduction to Wireless Systems. Dr. Lofquist also works as an engineering specialist in the Communication Architectures Department at the Aerospace Corporation. He received his BS in Electrical Engineering specializing in Radio Frequency (RF) and Communication System Design from Virginia Polytechnic Institute and Ph.D in Technology, Cybersecurity, and Policy from the University of Colorado, Boulder. His thesis was on RF interference analysis, where he collected measurements and analyzed performance of commercial and federal wireless communication systems in congested electromagnetic environments. Dr. Lofquist’s thesis was used by the White House, National Academy of Sciences, and the Federal Communications Commission in writing electromagnetic use policy.
Experience
While at the Aerospace Corporation, Dr. Lofquist has helped write spectrum policy for the Defense Department Chief Information Office (DoD CIO). He also has assisted the U.S. Space Force Space Development Agency acquire RF coordination agreements and frequency assignment for their satellite constellations. Before joining Aerospace Corporation, Dr. Lofquist worked on site at the National Institute of Standards and Technology in creating and executing spectrum sharing test campaigns for the DoD and commercial stakeholders. Previous experience includes working as an RF engineer creating cell phones (Motorola), space grade transceivers (AFRL, NASA), and researching software defined radios (DARPA).
