CU-Boulder Names Anne Tolbert To Acting Controller Position

Anne Tolbert has been named acting controller at the University of Colorado at Boulder, pending approval by the Board of Regents.

Tolbert has worked at CU-Boulder in various capacities since 1981, most recently as manager of plant fund accounting and payroll accounting. Her salary will be $73,000 and she is expected to assume the duties of controller on April 25, if the appointment is approved.

Bill Herbstreit, director of financial services and supervisor of the controller’s position, said Tolbert’s appointment comes at a key time for the university because of the pending Administrative Streamlining Project, or ASP, recently begun by CU’s central administration.

“Because of ASP, I believe that the organization of many administrative units on the Boulder campus is going to change,” Herbstreit said. “We’re looking for someone who can work closely with the ASP program while performing the duties of controller and preparing the accounting department for whatever cultural changes will be necessary in the future.”

The controller is responsible for campus accounting and financial reporting in accordance with all state, federal and univerity rules. The position supervises a staff of 55, conducts financial reporting of contracts and grants, oversees accounts payable and campus audits and performs numerous other duties.

Tolbert, a certified public accountant, has an MBA from CU-Boulder, a master’s in chemistry from the University of California, Berkeley and a bachelor’s degree in chemistry and education from Brooklyn College.
