SA HR
Required training for HR leaders and supervisors/managers of classified employees
On June 16, 2020, Governor Polis signed the Colorado Partnership for Quality Jobs and Services Act. The Act recognizes Colorado Workers for Innovative and New Solutions (COWINS) as the certified employee union for most classified employees.
The Act also created a formal labor-management partnership between COWINS and the State of Colorado. With a shared commitment to delivering excellent service and customer satisfaction and to serve all Colorado residents with an exemplary degree of professionalism, the State of Colorado and COWINS have started negotiating the parameters of this partnership. The goal is to complete this negotiation process and finalize this relationship with a written partnership agreement (or a collective bargaining agreement) by this fall that all covered employees will have the opportunity to review and ratify.
HR leaders and supervisors/managers of classified staff are not considered covered employees under the Act because they are non-classified employees. As a non-classified employee, you are expected to remain neutral about participation and membership in COWINS and other union matters while acting or speaking in your official capacity as a representative of the State of Colorado. It is important that HR leaders and supervisors/managers of classified staff understand neutrality in interactions with covered employees. You must attend the neutrality training “Creating Positive Labor Relations,” developed by the State’s Labor Relations team. Sessions will be held on the following dates:
- July 19
- July 21
- July 23
- July 27
- July 28
- Aug. 9
- Aug. 10
During this 90-minute class, attendees will learn more about the Act and become familiar with union terminology and the concept of neutrality in your interactions with COWINS and covered employees. If you are a non-covered classified staff or supervisor of classified staff, this training is required and you should have received emails directly from Employee Services.
Register today for one of three online sessions through Skillsoft. Upon registering in Skillsoft for one of the sessions, open and test the Zoom link prior to the session date. This course will be presented by the State Personnel Labor Relations group, and you may be prompted to register again through the State’s portal in order to access the direct Zoom link you will need for the class session.

Be aware of phishing scams
The university will never send emails asking for private data (e.g. passwords, social security numbers, credit card numbers, etc.). Always be suspicious of messages asking for private information. Do not reply, forward or click any links or open attachments if you ever receive a suspicious email.
You might receive a phishing email from someone you know, particularly if that person’s account has been compromised through a phishing attack. Be cautious when clicking on links in emails, especially if they seem out of the ordinary.

Update your Concur profile
As we prepare for this next year, take a moment to review and update your information in your Concur profile. Maintaining up-to-date personal information and travel and notification preferences can help make sure your expense reports and travel arrangements are completed quickly and accurately. Review this guide to walk through how to update your profile or simply click on “Profile” in the upper right hand corner and navigate to “Profile Settings.”
New options for furniture purchases
The PSC has announced that the furniture competition process is over and CCi is no longer the exclusive furniture provider for CU. Departments will now have access to additional furniture suppliers and contracts, while still having the option to continue to buy from CCi. Effective July 1, 2021, departments will be able to purchase furniture from the following six suppliers:
- CCi
- BC Interiors
- Canter & Associates
- Interior Environments
- OfficeScapes
- Workplace Resource
More information about the new suppliers and new Marketplace catalogs are forthcoming.
CU sustainable purchasing website
The PSC has recently launched a sustainable purchasing website to provide departments with quick access to a variety of information on sustainable purchasing goals for the university and guidance for how to review product information for choosing sustainable products. Information is also provided regarding how to sustainably dispose of unneeded or end-of-life products.

Fall programming support
As you’re planning fall events and programs, keep in mind that program details must be submitted to SA Comm 4-6 weeks in advance. This gives us adequate time to create marketing materials and to fully promote the event.
- A minimum of 6 weeks is needed for new events.
- A minimum of 4 weeks is required for existing/established events or events that are part of an ongoing series (ex: Mindful Mondays, Buffalo Nites, Veterans Day Ceremony, etc.)
Why 4-6 weeks?
- This time allows us to create a variety of marketing materials and promote multiple times on multiple channels.
- Adequate time allows us to integrate event promotion with the overall student journey and content strategy.
- The more often a student sees a message, the more likely they are to remember and take action i.e. attend an event.
- Tactics like CU Boulder Today content, print materials, social media content, videos, etc. have review processes and established publish deadlines.

Conflict of interest
Do you have questions about what might constitute a conflict of interest? A conflict of interest may arise if you own a business, refer clients to an outside business, work for another organization, provide consulting services, accept gifts, etc. Refer to the Q&A section on the SA Policy and Compliance Resource Confluence page for information about how to avoid conflicts of interest.
