Classification: Full-time, exempt-level, primary staff position
Duration: Three-year position (renewed annual with
confirmation from federal funding agency with possible renewal beyond third
year.
Starting Salary Range: $3,252 to $3,801 per month commensurate with
qualifications (the equivalence of $39,030 to $45,616 on a full-time annual
basis)
Full Salary Range: $3,252 to $4,716 per month (the equivalence of
$39,030 to $56,594 on a full-time annual basis)

THE ORGANIZATION
The Western Interstate Commission for Higher Education - WICHE - is a
regional agency established in the 1950's through an interstate compact.
WICHE was created to promote and to facilitate resource sharing,
collaboration, and cooperative planning among western states, their colleges
and universities, and their systems of higher education. By constructing
cooperative arrangements and developing and sharing information, WICHE
strives to help states and their residents to meet the needs for an educated
workforce. Member states are: Alaska, Arizona, California, Colorado, Hawaii,
Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota,
Utah, Washington, and Wyoming.
THE UNIT
Consortium for North American Higher Education Collaboration (CONAHEC)
CONAHEC is a trinational consortium advancing collaboration among higher
education institutions in Mexico, Canada, and the United States. CONAHEC
works with institutions, faculty, administrators, students, and related
organizations to develop strategic partnerships that will improve North
American academic cooperation by increasing exchanges and fostering joint
degree programs. This collaboration is critical to support the economic and
social relationships spurred by the signing of NAFTA (the North American
Free Trade Agreement). CONAHEC has over 65 institutional members. Its
components include:
* EL NET (<http://elnet.org>), the one-stop shopping Internet
site for North American higher education issues. It matches partners,
disseminates information on job and funding opportunities, and posts useful
references on subjects of concern to North America.
* The North American Student Forum, fostering student-led
cooperation and personal involvement in regional collaboration

* "BORDER PACT", a U.S.-Mexico border network of higher
education institutions committed to improving life in the borderlands

BACKGROUND INFORMATION
The North American Free Trade Agreement spurred cross-border economic
activity across the continent. Universities and colleges in Canada, Mexico
and the United States must form an integrated educational community in order
to effectively give students the competencies they need to effectively work
in the emerging global economy in North America. At this point in time,
relatively few North American higher education institutions are actively
using the Internet as a collaborative tool to communicate among themselves.
A community's effectiveness hinges largely on its ability to capture,
organize, and disseminate appropriate knowledge. Using the Internet,
CONAHEC proposes to make optimum use of the North American higher education
community's knowledge by building on past experiences, capturing lessons
learned, replicating successes, and avoiding past mistakes.
CONAHEC's EL NET (the North American Educational Leadership Network -
<http://elnet.org>) seeks to expand the scope of this budding community, and
become the leading gathering space for stakeholders in education.
Established in September 1995, EL NET is an electronic network which expands
dialogue and access to information resources on higher education
collaboration in North America. It has two components: a large SQL
database-driven Web site, and a listserv of 700+ subscribers that is
operated on "Listproc" software. EL NET has established a solid base, but
must continue to expand and improve as a resource in order to fully and
effectively serve its constituents and attract new users.
The Position
CONAHEC is seeking an Assistant Director of North American Internet
Resources. This is a new position funded by a three-year grant from the Fund
for the Improvement of Post Secondary Education (FIPSE). The successful
candidate should be an information professional who is part Webmaster, part
journalist, part "cybrarian" (a librarian in Cyberspace), part information
researcher and part "talk show host". The individual should also have
demonstrated experience in project management and the ability to coordinate
related projects and supervise teams. The assistant director's role will be
to facilitate dynamic information exchange among the North American higher
education community via the Internet. This includes mediating information,
disseminating it to interested channels, and facilitating dialogue among
virtual working group communities.
The successful candidate's primary responsibilities will be to coordinate,
administer and further develop the EL NET Web site. This includes:
1. Gathering and synthesizing information, coordinating
translations and re-disseminating news to interested users.
2. Working with various subcontractors to deploy a portal
system and data-mining technologies.
3. Serving as the primary Webmaster to maintain, update and
grow the EL NET Web site. This includes making daily updates using web
development software, coordinating new graphics development, tracking the
number of users and analyzing usage; develop metacode; marketing EL NET and
maximizing its visibility on major search engine results.
4. Establishing virtual communities of practice and
facilitating them using appropriate software that will facilitate
collaboration over distance and time.
5. Working in partnership with an SQL database programmer to
redesign EL NET's current database and increase its partner matching
capacity.
6. Coordinating with a Trilateral Electronic Coordinating
Committee (TECC) to further increase information from Canadian, U.S., and
Mexican sources, and to ensure fair representation and accessibility by
translating key information. The Committee's members who are from Mexico,
Canada and the U.S. were appointed by cooperating agencies to direct the
design and functions of EL NET, market the tool in their respective
countries, and contribute region-specific content. They work in tandem with
CONAHEC staff to promote the site within their own countries and
internationally.
Position Specifications
Required:
1. A bachelor's degree in a closely related field or equivalent
combination of education and experience. Preferred fields include:
(international) higher education, international studies, journalism/public
relations, communications, library sciences, marketing, political science,
intercultural or foreign language studies, telecommunications, information
management, psychology, sociology, anthropology, information technology,
database management, e-commerce, business administration and economics,
knowledge management, and geography.
2. Fluency (speak and read) and fluency/near-native fluency
(writing) in a second "NAFTA" language (Spanish or French in the case of
native English speakers) to facilitate communication with constituents.
3. Demonstrated aptitude and interest in Internet and computer
technologies; motivated to build on current Internet and computer technical
skill set.
4. Demonstrated ability to supervise others, and to establish
and maintain effective and cooperative working relationships internally and
externally.
5. Demonstrated cultural awareness and the ability to
communicate effectively with racially, ethnically and culturally diverse
groups, both domestically and internationally.
6. Demonstrated competence in organizing and managing multiple
activities and timelines and developing new projects.
7. Excellent communication skills, both oral and written.
8. Ability to work effectively and independently with minimal
supervision.
9. Competence in the use of personal computers, local area
networks, the Internet, World Wide Web, and an e-mail software package. This
should include: extensive experience with HTML and FrontPage98, or a similar
web management tool; database experience, preferably using Microsoft Access
and ODB connections; word processing skills using Word or similar software,
and spread sheet software such as Microsoft Excel.
10. Demonstrated ability to work independently and perform under
pressure.
11. Willingness to acquire additional related duties and
responsibilities as necessary.
Preferred:
1. Working knowledge or fluency in a third language (Spanish or French)
will significantly increase the candidate's effectiveness on the job.
2. Experience in facilitating groups and building community via
Internet discussion lists and associated discussion list and group work
software such as Listproc and Egroups.
3. Master's degree in a related field (as listed above).
4. Webmaster certification or course work and a desire to add to Web
page authoring skill base.
5. Extensive international work or study experience.
6. Experience in developing presentations and Internet training
workshops for constituents.
7. Grant writing and budget monitoring skills will increase the
candidate's effectiveness.
8. Design aptitude and knowledge of Web graphics formats. Experience
with Adobe Photoshop or equivalent.
9. Familiarity with DHTML, SQL, ASP, Javascript, CGI and PERL.
Familiarity with Web scripting software (in addition to MS FrontPage).
Computer Equipment and Software: Pentium-level IBM-compatible
microcomputers on a local area network (LAN) with laser printers and direct
access to the Internet (MS Outlook for e-mail and Netscape for the web
browser). WICHE's word processing software standard is MS Word; spreadsheet
software package is MS Excel; and our primary database software package is
MS Access. WICHE's Web site is located at: http://www.wiche.edu .
Organizational Responsibility: Works directly with and reports to CONAHEC's
Associate Director, located at WICHE in Boulder, Colorado; and, to CONAHEC's
Executive Director, who is located at the University of Arizona in Tucson.
Travel: Approximately 3-4 trips per year, within the United States, Mexico
and Canada.
Benefits: 20 days of vacation per year; 12 days of sick leave per year; 11
paid holidays per year, 2 personal business leave days per year.
Participation in WICHE's fully vested TIAA-CREF retirement plan is required
after one year's employment, with WICHE matching the staff member's
contribution of 3%, 4% or 5% of salary at a one and one-half times ratio.
Social Security (FICA). Comprehensive health insurance; WICHE pays all ofw
the premium for single coverage, the staff member pays a portion of the
premium for dependent coverage. Comprehensive Health Care Benefit of
$550.00 per year (pro-rated for those employed for less than six months of
the year). Dental insurance. Life insurance equal to one and one-half
times the staff member's annual salary (maximum coverage of $75,000).
Participation in WICHE's comprehensive group total disability insurance plan
through TIAA is required by all staff working 0.75 or more. The associated
premiums are partially paid by WICHE. Eligible to participate in WICHE's
Section 125 and 129 flexible benefits program (Choice Benefits). Staff
development benefit of up to $900.00 per year for non-computer related
training.
