CU employees and student workers may either complete the SkillSoft course or the CITI export control course to meet an export control training requirement.  Each option is discussed below:

SkillSoft Courses

There are two courses available in SkillSoft:

  1. CU: Introduction to Export Controls
  2. CU: LASP Export Compliance

The CU: Introduction to Export Controls is a general overview of export control regulations and how they affect university research.  This course does not adequately cover the ITAR regulations and does NOT satisfy an export control training requirement.  

There is a quiz at the end of the course.  To receive credit you must score at least 70% mastery. 

The CU: LASP Export Compliance is course written by the Laboratory for Atmospheric and Space Physics (LASP) and the Export Control office.  If you must complete training that addresses ITAR regulations, you should complete this course.

Collaborative Institutional Training Initiative (CITI) Courses

On October 1, 2013, CU began offering the CITI export control course as an alternative to the SkillSoft course.  You may complete this course in lieu of the CU: LASP Export Compliance course to meet an export control training requirement.   

There are four modules in the course; each module includes a quiz to test your knowledge.  You must score 80% mastery for each quiz to receive credit for completion.  It should take about 1-2 hour to complete the entire course.  

For New CU Users

If you are a new user:

  1. Go to http://citi.colorado.edu and login with your CU Identikey and password. You will be prompted to confirm your account information and provide your Employee ID.
  2. When you have finished, a new page entitled “Select Curriculum – University of Colorado at Boulder”  will load. 
  3. Select the “Export Controls” checkbox, then click the Next button.
  4. The “Main Menu” page will load.  Click on the “CITI Export Controls Course” course title. 
  5. On the next screen, accept The Integrity Assurance Statement, and complete the course.  

For Previous CU Users

If you already have a CITI account:

  1. Go to http://citi.colorado.edu and login with your CU Identikey and password. You may be prompted to confirm your CITI profile information and provide your Employee ID.
  2. The “Main Menu” page will load.  Expand the University of Colorado at Boulder Courses menu.  Under “My Learner Tools for University of Colorado at Boulder” click the “Add a Course or Update Learner Groups” link.
  3. A new page entitled “Select Curriculum – University of Colorado at Boulder”  will load. 
  4. Select the “Export Controls” checkbox, then click the Next button.
  5. The “Main Menu” page will load.  Click on the “CITI Export Controls Course” course title. 
  6. On the next screen, accept The Integrity Assurance Statement, and complete the course.  

Upon completion of the course, please take a minute to respond to this survey about your experience.

Collaborative Institutional Training Initiative (CITI) Courses

  1. Go to http://www.citiprogram.org and click the Register button.
  2. Under Select Your Organization Affiliation enter “University of Colorado at Boulder” into the text field then click the “Continue to Step 2” button.  Follow the remaining registration prompts.  All required fields are marked with an asterisk (*).   When prompted for an Employee ID, POI number, or Student ID enter “volunteer” in the text field.
  3. When selecting a course on theSelect Curriculum – University of Colorado at Boulder”  page, select the “Export Controls” checkbox, then click the Next button.
  4. On the “Main Menu” page, click the “CITI Export Controls Course” course title to view the modules. 
  5. Accept the Integrity Assurance Statement, and complete the course.

This is an interactive and practical application focused outreach, education and training session that will address key aspects of the indictment and answers questions such as these:

Was justice served to the appropriate degree?
Did the negative consequences and prison sentences fit the crimes?
Who else is making unauthorized transfers of export controlled technology?
What was and is the impact on academia and the global trade compliance community?
What lessons learned and lasting messages does the outcome send? 
Who is providing outreach, education and training in this arena?
Is everything always fundamental research?
