HSAC By-Laws
Mission Statement::
Hmong Student Association of
Colorado (HSAC), is geared towards educating the public about
the Hmong community in Colorado.
HSAC promotes an understanding between the Hmong community and the public
through educational events and community services.

Brief History of HSAC::
Hmong Student Association was created in 1988 as a support group
for Hmong students at University of Colorado at Boulder. The
student leaders at the time recognized that the number of Hmong
students enrolled at CU-Boulder were few and declined slightly
over the years for reasons such as lack of community and
availability to academic resources.
Currently the organization has spread its foundations to the
greater Colorado community in order to provide the help and
support to more Hmong students. Two bridges have been formed at
Metro State and Denver University. Members from other community
colleges have also joined in to help accomplish the goals of
HSAC to better the Hmong community of Colorado and spread
awareness to their surrounding communities. HSAC looks forward
to this new strengthening effort to help the group grow provide
resources for all.
Membership is welcomed to anyone with any interest in Hmong or
is enthusiastic to be apart of and engage in activities to
accomplish HSAC's goals and annual ventures.
As the issues in the Hmong community continue to change and
become more complex with each passing generation, HSAC will
address those issues as new students take upon the leadership
and responsibility, thus, HSAC hopes to continually remain a
secure and reliable foundation of support for the students as
well as the community.

Member Responsibilities::
HSAC holds approximately 2 to 3 meetings a month therefore all
members must attend at least one meeting per month. Meeting
times are determined every semester according to member
availabilities, work and other outside activities can be
scheduled around meetings so that all members can attend
meetings.
Voting can take place if there are at least 4 members, in addition to the officers, at a meeting.
Members should be well educated about the club and its history.
They should know past and future events so if asked by others, HSAC will be represented correctly.
If there are any questions,
members please feel free to ask any former members who know the ropes. HSAC not only wants to educate the public and community but
wants to help build a sense of community within the association.

Officer Guidlines::
President(s):
The president is responsible for conducting the meetings and
helping the secretary prepare the meeting agendas. All agendas
should be emailed to members at least two days before the
meeting for any revisions needed, and just to inform members of
what will be discussed. He/she must be prepared for doing and
assigning the tasks of all other officers if they are not
present at the meetings/ events/ activities/ etc. He/she
oversees the club and makes sure that things get done.
Vice President:
The vice president's job is to be able to conduct any job of the
officers and assist the president in overseeing that the club is
functioning well. He/she will work closely with the president to
see that things get done.
Secretary:
The secretary must be organized and have flexible a schedule;
this is because he/she is essential to keeping the club on
track. He/she will take the minutes of all meetings and type
them up to email to the web-committee at least 3 days after a
meeting so they can be posted for those who could not attend a
particular meeting. The secretary will work with the president
to prepare meeting agendas. He/she will take attendance at all
meetings to show who is present; he/she must inform someone who
will be present at the meeting if not able to make it so someone
else can take minutes.
Treasure:
The treasure will handle financial problems and keep track of
HSAC's account. He/she must attend at least one of the SOFO
training sessions (they are held every semester). Reimbursements
will be made by the treasure. Members are responsible for
keeping their own records/copies of their receipts if they know
there are difficulties going on, however the treasure should not
lose reimbursement receipts while handling them. All financial
statements, funding applications, etc. should be looked over by
the treasure before turning in.
Public Relations Committee:
The PR committee will decide on their own chair. The committee
is responsible for flyers/ announcements/ etc. that deal with
ties to the public. The chair can assign anyone in the
committee/club (who volunteers) to represent HSAC at public
affairs. This committee must inform the web committee of any
updates they should have and be aware of events occurring on
campus. PR are responsible for keeping records and taking
pictures if possible at events/activities. In the PR committee
there should be a designated person to make a scrap book of
yearly HSAC events.
Web Committee:
The web committee is in charge of keeping the web page updated.
They have the right as a committee to change the web page. They
are responsible for all information that goes onto the web; all
data/information should be properly stored elsewhere in case of
any technical difficulties. This committee will work closely
with PR for pictures from event/activities. The web committee is
also responsible for taking pictures. Remember that the website
reflects who HSAC is to the World Wide Web, therefore it should
be kept up to date. The web page may not contain any explicit
language or images.
Other
Conditions::
The term of an officer and chairs of PR and WB is one academic
year. Members can run for positions as many times as they would
like.
Miscellaneous Chairs &
Committees::
Different committees are made to suit different
event/activities. The job of the committees and chairs are to do
the research and create the back-bone of the event/activity that
is being undergone. They will then bring back the research and
ideas that they thought up to the club meetings for the group to
decided on.
(ie. HND = The HND committee is responsible for deciding how
they go about finding funding. They will also decide on criteria
on who will be eligible to go or not. For example they can say a
member must show interest by helping find funding and
participate in at least two activities that HSAC holds.)
*All committees/officers should report to the president about
what they would like added into the agenda at least 48 hours
before the meeting if possible.
