Campus Violence Policy

A. Purpose of the Policy

The University of Colorado at Boulder (UCB) is committed to providing a safe learning, living, and working environment for its students, faculty, staff, affiliates and visitors.  In this regard, UCB will take reasonable action to provide an environment free from violence, threats of violence, harassment, intimidation, and other disruptive behavior.

B. Policy Statement

UCB will not tolerate violence, threats, harassment, intimidation and other disruptive behavior on its campus, at off-campus locations administered by UCB, or in its programs, whether by students, faculty, staff, or visitors.  Such behavior may include oral or written statements, gestures, or expressions that communicate a direct or indirect threat of physical harm or intimidation.  Individuals who commit such acts may be subject to sanctions including, but not limited to, removal from the premises; exclusion from the premises; criminal prosecution; corrective and/or disciplinary action; suspension or expulsion. 

C. Procedures

In order to effectively implement this policy and maintain a safe campus environment, UCB urges individuals who experience or witness violent behavior on campus or in campus related programs or locations to report it immediately to the Police Department at 303-492-6666.

• Assaults or threats of physical harm that require immediate police attention should be reported to the Police Department by dialing 911.

• The Police Department is available to help persons assess the severity of the circumstances and the need for police involvement.  Please contact the Police Department regarding any situation that causes concern about personal safety or well being.

Reports of incidents will be taken seriously by the University of Colorado Police Department (Police Department) and dealt with appropriately.  Information regarding incidents of violent conduct and threats of violence will be investigated, and, if warranted, criminal charges will be levied or disciplinary action will be taken in accordance with applicable procedures.

UCB may refer individuals accused of making threats of violence for an assessment of the likelihood that they will act on a threat of violence. If the continued presence of an individual on campus threatens or disrupts the conduct of University business, the individual may be suspended from participation in University programs or activities pending the outcome of an assessment.

Individual members of the University community who receive threats of bodily harm or who are the targets of harassing or stalking behaviors are urged to contact the Police Department and to avail themselves to services offered by student counseling offices and the Faculty and Staff Assistance Program.

Every effort will be made to respect the privacy of all individuals involved in these matters. However, the necessity to protect public safety may require the disclosure of otherwise confidential information.

In some cases, reported behaviors may not constitute violations of the law which require police action, but may be violations of university policies. In these circumstances the Police Department will refer persons to alternative campus resources for assistance, e.g.:

• Faculty misconduct: The Director of Faculty Relations at 303-492-0447 can provide advice, guidance and assistance if a faculty member is suspected of engaging in inappropriate behavior.
• Employee misconduct: The Human Resources’ Office of Labor Relations at 303-492-0956 can provide advice, guidance and assistance if an employee is suspected of engaging in inappropriate behavior.
• Student misconduct: In the event a UCB student is suspected of engaging in inappropriate behavior, the Office of Judicial Affairs at 303-492-5550 is available to provide advice, guidance and assistance.
• Victim Support: The Office of Victim Assistance at 303-492-8855 is available to provide support and assistance to the victims of inappropriate behaviors.

D. Responsible Organization

The Police Department is responsible for this policy.

This policy has been approved by the Chancellor’s Cabinet.
