Community Safety Operations

In the fall of 2008, the former Community Service Aid program, Housing Night Security, and CU Security united to form the Community Safety Operations (CSO) program. The primary mission of the CSO program is to support UCPD and promote the safety of the CU-Boulder Community and associated property through purposeful actions, cultivated partnerships, and professional conduct.

CSO Objectives

The objectives of the CSO program are as follows:

  • Enthusiastically maintain a visible and accessible presence to those who work, study, and visit the CU-Boulder campus in an effort to provide both community reassurance and criminal deterrence.
  • Diligently collaborate with University stakeholders to problem solve (Scan, Analyze, Respond, Assess) issues that negatively impact commuity safety.
  • Professionally and safely approach, identify, and document those who violate University Policy and promptly coordinate with appropriate resources for problem solving and follow-up (i.e., Police, Housing and Dining Services, Office of Judicial Affairs, Risk Management, Designated Building Proctors).
  • Consistently lock and unlock campus facilities in accordance with scheduled operating hours and regulate facility access in accordance with policy.

Unit Responsibilites

CSO has three dedicated units with primary responsibilities divided as follows:

Residential Unit

  • Patrol campus residential facilities and surrounding areas.
  • Partner with Housing and Dining Services and UCPD to problem solve issues (primarily through the Police / Housing Liaison Program) and provide educational programming.
  • Identify and document violations of University Policy (primarily "Student Code of Conduct" and "Guide to Residence Life").

Academic Unit

  • Unlock and lock campus administrative / academic facilities in accordance with scheduled operating hours.
  • Patrol campus administrative / academic facilities and surrounding areas.
  • Provide "Open Door Assist" services in accordance with policy.
  • Partner with building proctors, facilities management, and other stakeholders to problem solve issues (primarily by identifying, reporting, and following-up on physical / environmental issues).
  • Identify and document violations of University Policy (primarily "Use of University Facilities" and "Student Code of Conduct").

Directed Operations Unit

  • Collect, organize, and analyze open source information.
  • Identify and problem solve issues that might negatively impact community safety (i.e., crime trends, major events).
  • Develop, deploy, and maintain educational / informational materials and directed projects aimed at enhancing community safety.
