Communities, Economist, July 1995 to present.
- Team Leader for the Economics Team. Charged with developing economics
tools, methods and guidance for community-based environmental protection.
Management of the production of a series of Issue Briefs on various aspects of
sustainable development and ecosystem management. Technical support to EPA
Regions on economic issues and methodologies relevant to a variety of community-
based environmental protection efforts. Responsible for management of the production
of a Community Financing Handbook for communities interested in raising revenue for
environmental protection. Authored Jobs & Environment Issue Brief for the OSEC Web
page and The Cost-Benefit Paradigm for Environmental Protection, published in the fall
1995 issue of New Solutions.

1993 to July 1995.
- Managed Cooperative Agreements with five states to carry out "Comparative
Risk Projects," a two-year evaluation of the state's environmental problems to assess
environmental impacts in terms of relative risks. Served as principal economist on
issues of sustainable development as it related to state projects and other EPA
interests such as the President's Commission on Sustainable Development. Offered
economic consulting to states on Quality of Life analysis in Comparative Risk projects.
- Authored "Risk Management" chapter for EPA's Guidebook to Comparing Risks.
- Environmental Protection Agency, Office of Policy Analysis, Waste Policy Branch,
Regulatory Impact Analyst, Washington, D.C. November 1990 to March 1993.
- Analyzed the economic impacts, feasibility, and effectiveness of
environmental policies for the management of hazardous and solid waste under the
Resource Conservation and Recovery Act (RCRA). Prepared policy papers on topics
related to RCRA Reauthorization. Managed contractor research on economic
incentives for hazardous and solid waste management. Served as Waste Policy
Branch analyst on Superfund and RCRA rules in the workgroup process and Red
Border Review. Managed research on Superfund policies under Cooperative
Agreements. Prepared briefings and served as environmental economics expert for
