"Clusters" are groups of Colorado public institutions. Points were determined by comparing CU-Boulder's performance to a national benchmark, the average result for the cluster, or an arbitrary benchmark. The comparison used to calculate points is bolded. The "admission standard tier" cluster is CU-Boulder, Colorado State U (CSU), and Colorado School of Mines.
