PBA Home > Institutional Research & Analysis > Performance Measures > QIS > Fall 2004 Report CCHE Quality Indicator System (QIS) In May 2004, the Colorado legislature approved Senate Bill 2004-189, the Colorado Opportunity Fund program. The bill ends use of the Quality Indicator System for allocating funds to Colorado public higher education institutions. CCHE updated several QIS measures in a report released December 2004, on the January 2005 CCHE agenda. Institutional-specific measures were among those not updated by CCHE.
