State appropriations (from state tax dollars) and tuition revenues fund educational expenditures of public universities for in-state or resident students. Per-resident-student appropriations and tuition can be compared across institutions.

Rationale: Lower state appropriations per resident student reflect efficiency or productivity in education, and in using state monies for higher education. While this measure reflects many parameters of an institution's operations, it indeed is a "quality indicator" of returns on state investments in higher education.

Among the 14 public research universities with available data, CU-Boulder's 2002-03 state appropriations per resident FTE (student equivalent) of $4,415 and CU-Boulder's resident tuition plus fees rate of $3,566 both rank lowest. The sum is 44% of the AAU public average. This demonstrates an impressive return on state investment.

For QIS, the benchmark is the average of AAU public universities with available data, as shown in the table of figures. CU-Boulder's state appropriations per resident FTE is 35% of average.

Data are not available for undergraduates alone, but these results for total enrollment can be taken as indicative of the situation for undergraduates alone.
