State appropriations and tuition per in-state student FTE
for the 2007-2008 fiscal year

Notes:

• All figures are for a single fiscal year.
• Data compiled by the University of Virginia, from a November 2007 query to all public members of the American Association of Universities. All members providing data by February 2008 are listed.
• Except as noted in comments, state appropriation figures exclude hospitals and extension services (e.g., agricultural). If an appropriation was changed after the original allocation, that change is reflected in the amount reported. State appropriation figures do NOT include tuition
• Enrollment figures are based on Integrated Postsecondary Education Data System (IPEDS) enrollment definitions but limited to in-state residents. Institutions were asked to use residency status before any adjustments were made for out-of-state (OOS) students paying in-state tuition. For example, OOS graduate teaching/ research assistants changed to in-state status for tuition purposes should not have been counted here.
• FTE enrollment is estimated based on full-time headcount plus one-third of the part-time headcount.

Institutional comments

Iowa State University
Amount includes $21,900,084 for Cooperative Extension and $34,493,006 for Experiment Station (Agriculture and Home Economics).

Michigan State University
Appropriation figure excludes $63,318,000 for the ag experiment station and cooperative extension. With these two components, the appropriation would be $353,458,000. When doctoral students have passed their comprehensive examinations, they can enroll with 1 credit and be considered full-time.

Ohio State University
Included in the state appropriations are instructional funding, mission-based core funding, and the following OSU-specific line items: Sea Grants, Supercomputer, OSU Glenn Institute, BioMEMs program. Also included are the following general line items: Teacher Improvement Initiatives, Urban Universities, College Readiness Initiatives, Library Book Depository, Student Support Services, and Capital Component. Figures shown are for the Columbus campus only; regional campuses are excluded.

Penn State University
Appropriation includes Penn State's line item appropriation for E&G only. Penn State includes the following campuses: Penn State University Park (State College), Penn State Commonwealth Campuses, Penn State Great Valley, and the Dickinson School of Law.

Purdue University
Appropriations exclude $23.9 million in debt service appropriations and $25.5 million in line items including the Agricultural Experiment Station and the Cooperative Extension Service.

Rutgers University
Appropriations amount excludes appropriations for the Agricultural Experiment Station ($35,087,000). The appropriations figure includes an estimate of fringe benefits attributable to the General University. In-state enrollment is determined by the original state when first enrolled at Rutgers, and excludes 886 students (448 full-time and 444 part-time) for whom original state is unknown.

University of Arizona
State appropriations figure includes extension because the University of Arizona is a land-grant institution. Extension amount for 2007-08 is $12,285,900. State appropriations figure excludes University Medical Center but includes College of Medicine.

University of Colorado
Enrollments shown are actual as of December 14; the final will be very close to these. Enrollments shown are limited to in-state with enrollment reportable to the state for funding. This excludes self-funding continuing education. The "appropriation" is now in two parts: the College Opportunity Fund (tuition) and "fee for service."

University of Florida
State appropriations include general revenue and lottery trust fund.

University of Illinois
State appropriation includes a share of University Administration funding and centrally held resources. State appropriation figure does not include tuition revenues. It also does not include the value of state-supported fringe benefit costs estimated at $206,676,700. State appropriation excludes restricted appropriations for the following: Cooperative Extension Service = $14,730,966; Ag Experiment Station = $16,137,499. In-state enrollments are based on permanent address and exclude non-resident alien students.

University of Kansas
State Appropriations equals State General Fund Appropriations-Operations and excludes state appropriations for the Kansas Geological Survey.

University of Maryland - College Park
Appropriations figure excludes $16,777,686 for Agricultural Extension and $19,457,358 for the Experiment Station.

University of Missouri
Appropriations figure excludes $27,173,801 for Extension.

University of Nebraska - Lincoln
State Appropriations figure does not include fees, tuition, other cash funds, debt service, Smith-Lever or NRI funds (NRI is Nebraska Research Initiative). State appropriations account for approximately 25 percent of UNL's total budget.

State University of New York - Stony Brook
State appropriations figure shown does not include any campus generated revenue (i.e. tuition, interest, miscellaneous fees) which supports its financial plan. It also does not include the value of state-supported fringe benefit costs.

University of North Carolina
The state appropriations amount shown excludes appropriations for the Area Health Education Consortium.

University of Pittsburgh
State appropriations include the following line items: Educational and General, Dental Clinic, Disadvantaged Students, Center for Public Health Practice, Rural Education Outreach, Laboratory Improvements and Equipment, Information Technology, Student Life Initiatives, Program Initiatives, School of Medicine, Western Psychiatric Institute and Clinic, and Services for Teens at Risk.

University of Virginia
State appropriation amount reflects a mid-year budget reduction of $9,199,898.

University of Washington
Of the state appropriation shown, approximately $17.0 million will be expended in support of the university hospitals for clinical training of the University's health science students. It is part of the instructional mission and should be considered an expenditure in support of instruction not patient services. Data given reflect all campuses of the University of Washington (Seattle, Bothell and Tacoma).

University of Wisconsin
The state appropriation reported here excludes hospitals, research, the state laboratory of hygiene, farm operations, and the veterinary diagnostic laboratory. Debt service and fringe benefits are included. The headcount enrollments include 1) Wisconsin residents and 2) Minnesota students attending UW-Madison under the terms of a tuition reciprocity compact between the states of Wisconsin and Minnesota.
