Notes:

  • All figures are for a single fiscal year.
  • Data compiled by the University of Virginia, from a January 2003 query to selected members of the American Association of Universities Data Exchange.
  • Except as noted in comments, state appropriation figures exclude hospitals and extension services (e.g., agricultural). If an approp. was changed after the original allocation, that change is reflected in the amount reported. State appropriation figures do NOT include tuition
  • Enrollment figures are based on Integrated Postsecondary Education Data System (IPEDS) enrollment definitions but limited to in-state residents. Institutions were asked to use residency status before any adjustments were made for out-of-state (OOS) students paying in-state tuition. For example, OOS graduate teaching/ research assistants changed to in-state status for tuition purposes should not have been counted here.
  • FTE enrollment is estimated based on full-time headcount plus one-third of the part-time headcount.

Institutional comments

University of Illinois - Urbana
The University of Illinois has a University Administration System for all campuses. Functions such as Human Resources, Financial Services, Capital Programs, Legal Council, etc. are centralized within University Admistration. UIUC's state appropriation amount has been adjusted to include a fair share allocation of the University Administration System. Cooperative extension services have been excluded. UIUC also has professional Law and Vet Medicine programs, and those funds have been included in the total state appropriations. State dollars associated with these two programs are approximately $12,500,000.

University of Maryland
State appropriatitons for 2002-3 provided by the Dept. of Budget & Fiscal Planning web site: http://www.inform.umd.edu/CampusInfo/Departments/BFA/fy2003revenues.html. Enrollments are from official "frozen" statistics derived via BRIO "sisfrz" run.

University of Michigan
The state appropriations amount shown is the original enacted amount. There will be a mid-year cut of either 2.0% or 2.5% in appropriations for the current fiscal year. The Michigan Legislature first approved a 2.5% cut, but there is legislation pending on a supplemental appropriation to higher education of $10 million which would reduce the cut to 2.0%. However, the supplemental appropriation is contingent on the Legislature's also approving a controversial and highly political change in how boards of trustees/regents at Wayne State, Michigan State, and U-M are elected. If agreement cannot be reached on the supplemental appropriation, we would likely end up with a 2.5% cut.

Ohio State University
Included in the state appropriations are instructional funding, mission-based core funding, and the following OSU-specific linie items: Sea Grants, Supercomputer, OSU Glenn Institute, BioMEMs program. Also included are the following general line items: Math/Science Teaching Improvement, Urban Universities, College Readiness Initiatives, Library Book Depository, Student Support Services, and Capital Component.

Pennsylvania State University
Penn State's initial appropriation for 2002-03 was hit with a 1 percent recision in December 2002.

University of Pittsburgh
State appropriations include the following line items: Educational and General, Dental Clinic, Disadvantaged Students, Center for Public Health Practice, Rural Education Outreach, Laboratory Improvements and Equipment, Information Technology, Student Life Initiatives, Program Initiatives, School of Medicine, Western Psychiatric and Clinic, and Services for Teens at Risk.

University of Texas - Austin
State Appropriations include approximately $30 in general revenue for group insurance. State Appropriations include $11,212,000 that go through the Texas Higher Education Coordinating Board with the Coordinating Board (not the State) determining how much the institution receives.

University of Washington
The state appropriation listed includes a hospital appropriation of approximately $16.3 million. The exact amount will not be known until the end of the FY when the University's books are closed. The appropriation to the hospital is an integral part of our health science instructional program and really should not be excluded from our per-student costs.
