Timeline for Fee Submission


Update December 2013: The tentative dates for the Board of Regents to review fee activity for Fiscal Year 2015 are February 19-20, 2014 and April 29-30, 2014. The campus has to provide tentative fee adjustments to the Board of Regents in February with the Board taking action in April if the previous years pattern remains for this cycle. If applicable, please consult your fee approving unit, such as your Vice Chancellor Office, or the Budget Office with your intentions for fee adjustments (or questions). More information will be provided to the fee stakeholder liaisons as it is known.

The following schedules will be changed periodically to accommodate changes in the Board of Regents fee review schedule. These timelines provide a schedule with anticipation of fee approvals by the Board of Regents in April. If the fee timeline for external review and/or approvals is changed, units will need to accommodate those scheduled changes. Changes to fee schedules will be communicated to the appropriate vice chancellor’s office and fee liaisons as needed.

Fees submitted for Regent approval may have conditional provisions included if they are still in the campus review process. If these provisions exist, the campus administration will determine what future actions will be necessary for fee changes to be implemented. Examples of fees that could be impacted by the fee timeline are those fees that require student body vote and those administered by the CUSG.

STUDENT ACTIVITY FEES (ADMINISTERED BY THE FEE ADVISORY BOARD) & TECHNOLOGY FEES

September 15 - Fee proposals due to appropriate vice chancellor for review and support
October 15 -

The vice chancellor submits fee proposals and recommendations to the Fee Advisory Board (FAB) Chair. The FAB Chair will forward proposals to the CUSG representatives, who will have 30 days to review the proposal and provide a written position statement. CUSG may solicit input from any student registered for classes on the Boulder campus. This written position statement will become part of the fee proposal. The FAB Chair will then forward proposals to the Bursar's Office for comments regarding implementation strategy.
October 15 – November 30 - Meeting of FAB to review fee proposals.
December - FAB Chair consults with the Senior Vice Chancellor/Chief Financial Officer and Chancellor to review the FAB's recommendations.
January 25 - The campus budget office will be notified by the FAB Chair whether to include proposed fee changes for the Regent study session.
January - March 14 - Additional meeting of FAB, if necessary, to review fee proposals.
March 15 - The Office of the Senior Vice Chancellor/Chief Financial Officer will forward the proposal to the Chancellor, who shall determine prior to the April Regent meeting whether to seek approval from the Board of Regents.

STUDENT ACTIVITY FEES - ADMINISTERED BY CUSG

January 25 - Proposals for changes in CUSG student activities fees to be forwarded by the Student Organization Finance Office to the campus budget office for the February Regent study session.
March 15 - CUSG forwards the preliminary CUSG fee package recommendations to the Office of the Vice Chancellor for Student Affairs and the Office of the Senior Vice Chancellor/Chief Financial Officer. The Chancellor shall determine, prior to the April Regent meeting, whether to seek approval from the Board of Regents.
May 5 - The final CUSG fee package is submitted to campus administration.

COURSE SPECIFIC AND PROGRAM (INSTRUCTIONAL) FEES

December 1 - Unit should notify the Office of the Provost whether there is an intention to add a new or change an existing course fee.
December 15 - Submission of proposal to director/dean's office, with recommendation from at least one Student Advisory Committee.
January 15 - The proposal accompanied with the college/school recommendation is forwarded to the Office of the Provost.
January 25 - The Office of the Provost will notify the campus budget office of the proposed fee changes for the Regent study session.
March 15 - The Office of the Provost's recommendation is forwarded to the Office of the Senior Vice Chancellor/Chief Financial Officer. The Chancellor shall determine, prior to the April Regent meeting, whether to seek approval from the Board of Regents.

ACADEMIC FACILITIES CAPITAL CONSTRUCTION FEES

September 15 - Fee proposals due to appropriate vice chancellor for review and support.
October 15 - The vice chancellor submits fee proposals and recommendations to the Fee Advisory Board (FAB) Chair. The FAB Chair will forward proposals to the CUSG representatives, who will have 30 days to review the proposal and provide a written position statement. CUSG may solicit input from any student registered for classes on the Boulder campus. This written position statement will become part of the fee proposal.

December - FAB Chair meets with the Senior Vice Chancellor and Chancellor to review the FAB's recommendations. The sponsoring department begins to work with CUSG on including the proposed fee on the election ballot if necessary.

March 15 - The FAB Chair will inform the campus budget office whether to include a provision for Regent approval. In addition, the Office of the Senior Vice Chancellor/Chief Financial Officer will forward the proposal to the Chancellor, who shall determine prior to the April Regent meeting whether to seek approval from the Board of Regents.
May 5

- Results of the student body vote on the use of fees for academic facilities will be communicated in writing to the FAB Chair.

ADMINISTRATIVE FEES

In addition, the Office of the Senior Vice Chancellor/Chief Financial Officer will forward the proposal to the Chancellor, who shall determine prior to the April Regent meeting whether to seek approval from the Board of Regents.

May 5 - If applicable, results of the student body vote on administrative fees will be communicated in writing to the FAB Chair.
