Each spring the Boulder Faculty Assembly gives faculty and instructors
the opportunity to rate the performance of and satisfaction with academic
administrators through the Administrator Appraisal Program (AAP).
In 1999 faculty rated the performance of 13 campus-wide administrators,
2 university-wide administrators, and 30 college administrators on four
items: scholarly credibility, effectiveness of leadership, respect for
faculty views, and overall administrative performance. The items were
identical to those used in 1997 and 1998.
Of the eligible raters, 41% (511 of 1,259) returned forms, a bit higher
than the 36% for 1998. In 1999 77% of raters returning forms (or 31% of
all raters) had rated at least one administrator. Comparable figures from
prior years are not available. The 511 raters rated an average of 7 administrators
each and wrote 329 comments, down from 509 comments in 1998.
There is enormous variance in ratings across administrators: The percentage
of A ratings ranges from zero to 71%; percentage of F, from zero to 56%.
Average ratings range from B+ to D+.
Ratings of overall administrative performance averaged B- (2.64 on a 0-4
grade scale), slightly lower than last year's 2.68, with increases of
.25 or more for four administrator rated both years, minimal change for
26, and decreases of at least .25 for seven.
The accompanying table shows response
rates, number
of responses, percentage distributions, averages, and "letter grades"
on all of the administrators rated in this cycle by five or more raters,
plus number of responses, average rating, and letter grade from 1998.
The results shown are based on responses to the question on "overall administrative
performance." The scale is "very good" (A) to "very poor" (F). This question
is highly correlated with the other three items and represents a fair
summary of the results. This year for the first time we also show average
rating on "overall administrator performance" made by raters who said
they had "high" familiarity with the administrator's performance vs. medium
or low familiarity.
Response rates for individual administrators range from 4% to 73%. Thus,
the results do not summarize the opinions of all faculty, but of those
who are sufficiently interested, knowledgeable, and committed to speak
up.

Transcribed copies of all comments have been provided to individual
administrators only. Many of the comments are extremely positive, many
negative, with considerable disagreement among raters. They provide information
not only on opinions about specific administrators, but on what faculty
members do and do not value.

Results of pilot telephone interviews on selected deans will be released
and posted by the end of April.
