Service Restored 1/27/16, 5:00 p.m.: Microsoft has reported the new Office 365 license issue was resolved as of 5:00 p.m. last night. All new accounts have had their licenses set.
Issue Reported 1/27/16, 9:04 a.m.: Microsoft has reported there is an issue with creating new Office 365 accounts as of 3:00 a.m. this morning. They are working to resolve and more information will be posted here as it becomes availalble.
