Service Restored 1:37 p.m.: The issue has been resolved and account provisioning has been restored. OIT will work with Microsoft to investigate the cause of the outage. 

Issue Reported 12:34 p.m.: The Office 365 account provisioning process is currently broken. This affects the creation of new accounts, setting Office 365 licenses, creating Exchange Online mailboxes, and updating email addresses. This issue does not appear to be affecting those who already have Office 365 and/or Exchange Online accounts. Microsoft has been engaged and more information will be posted here as it becomes available.
