Chronology of Recruiting Changes

1998
  • New guidelines were developed and distributed to all coaches in June.
  • The guidelines included a focus on alcohol use and abuse.  For example, they prohibited the use of alcohol in recruiting activities, including during off-campus entertainment.
  • The athletics department developed mandatory “life skills” training sessions that address sexual harassment, sexual assault and alcohol issues.
  • Athletic Director Dick Tharp distributed the new Sexual Assault Response Protocols and campus sexual harassment policies to all department staff and coaches after participating in a campus-wide effort to develop and update them.

1999

  • Coach Gary Barnett instituted a new player handbook that set behavioral standards for all football players, including hosts during recruiting visits.
  • The player handbook is updated and revised each year and includes expectations concerning general conduct, team policy on drug and alcohol use, consequences of illegal misconduct, NCAA recruiting guidelines and the team’s Date Rape/Social Policy.
  • The handbook's section on date rape and social expectations includes the following warning: "Never initiate sexual intercourse if the woman is intoxicated or passed out. Alcohol and drugs were a factor in more than 75 percent of rapes and sexually violent acts on campus. In a court of law, this will fall under rape."

2002

  • A 1 a.m. curfew was imposed for all visiting recruits.
  • Supervision of hosts and recruits was increased.
  • Student hosts were required to acknowledge written behavioral expectations.
  • The athletics department began sending letters to recruits, their parents and high school coaches outlining its expectations during their visit to Boulder.

New Recruiting Rules as of March 2004

  • Football recruiting visits to campus will occur primarily after completion of the regular football season, with only a few exceptions such as visits by local recruits or other extraordinary circumstances approved by the chancellor.
  • Prior to the visit, prospective student-athletes, parents and high school coaches will continue to receive letters explaining all expectations, including behavioral standards.
  • Recruitment visits will be limited to one overnight stay, rather than the current two-night stay.
  • Prospective student-athletes will be supervised by their parents or a designated coach from the time of arrival until departure. The involvement of player hosts will be discontinued.
  • On the night of prospective student-athletes’ arrival, curfew will be set at 11:00 p.m., rather than the current 1:00 a.m. curfew, and will be documented by a designated coach.
  • Recruitment day will be scheduled and supervised by athletics department staff and will include:
    • Breakfast with coaches and players
    • Meetings with faculty members and academic advisors
    • Review of campus academic expectations, support services and sportsmanship issues
    • Review of campus and program policies, processes and expectations regarding responsible alcohol use, sexual and other assault, date rape, sexual harassment and all aspects of the Student Code of Conduct
    • Meetings with football staff, departmental staff and players
    • A mandatory exit interview with each recruit who visits the campus
    • Departure for home in the late afternoon or evening of the recruitment day
  • Recruits already are prohibited from using alcohol or drugs. They also are specifically prohibited from attending private parties or entering bars or strip clubs.
  • Any prospective student-athlete violating recruitment guidelines will not be admitted to the University of Colorado.
  • Violations by current student-athletes or coaches will result in disciplinary action appropriate to the violation’s level of severity.
