Notes: [In thousands] The ranges of estimates supplied by the
Bureau of the Census represent indicators of magnitude which the
Bureau believes is responsive to the inherent uncertainty in the
assumptions underlying these estimates. The Census indicators are the
results of applying three calculated percent distributions to two
national estimates of the undocumented population. The three percent
distributions by State are based on: (1) an average between the
number of undocumented immigrants by State included in the 1980
census and of the number of legalization applicants by State produced
by the Immigration Reform and Control Act (IRCA) of 1986; (2) the
number of undocumented immigrants by State estimated by the
Immigration and Naturalization Service (INS); and (3) the number of
foreign born non-citizens by State counted in the 1990 census. The
figures supplied by INS are based on estimates of illegal immigrant
population who established residence in the United States before 1982
and did not legalize under IRCA and annual estimates of the number of
persons who enter surreptitiously across land borders and
nonimmigrant overstays who established residence here during the 1982
to 1992 period. The estimates for each country were distributed to
States by INS based on U.S. residence pattern of each country's total
number of applicants for legalization under IRCA]
