Colorado by the Numbers: Government, including finance, taxation and employment

• Almanac of Politics and Government has "ten sections, including: a political calendar; political documents; information on world governments; the U.S. legislative, executive, and judicial branches; U.S. state and local government; U.S. political parties; economics and the U.S. federal budget; and U.S. and world political history."
• Assessing the New Federalism State Database provided by the Urban Institute. "This database includes information on the fifty states and the District of Columbia in areas including income security, health, child well-being, demographic, fiscal and political conditions, and social services." Includes information on immigrants, educational achievement, utilization of social services, and other topics. After selecting a broad subject area, the user can select from a list of data available in that subject area. Many data sets include multiple years of data. Includes documentation on the sources of the data and a link to download the data set. Data are also available for onscreen viewing.
• Colorado Economic and Demographic Information System (CEDIS) provides information on the taxbase of the state, cities, regions, and counties. Although data varies by geography, the database includes total taxable assessed value, mill levy, state sales tax paid, sales tax rate, and retail sales for the years 1985 to the most recent year.
• County and Municipal Financial Compendium The Division of Local Government provides Adobe Acrobat versions of its annual compendia of local government finances from 1996 to the most recent year. The publications are available as three separate files for each year: counties, municipalities, and totals. "Under general government activities the [publications] include all the typical revenue sources used to support the expenditure functions of general government, public safety, public works, health, culture & recreation, public welfare, plus capital outlay and debt service associated with these functions. Enterprise activities are operated as self-sufficient operations, not relying on taxing powers. These activities include water, sewer, gas, electric, transportation facilities, airports, hospitals and nursing homes, zoos, auditoriums, arenas, and stadiums. Intragovernmental service funds are also treated as enterprises." The site includes descriptions of data included in the reports. The publications also contain data on debt, assessed value, retail sails, state sales tax paid, current assets and liabilities, mill levy and sales tax rates. In addition, the reports contain non-financial data, such as population, vehicle registrations, and miles of road.
  • Interactive retrieval data in the County and Municipal Financial Compendium is available from the Colorado Economic and Demographic Information System (CEDIS) Choose county or city financials to access the data online. CEDIS provides county and city level financial data (as described above) from 1985 to the present.
• Colorado Department of Revenue provides recent copies of its annual reports and Colorado Retail Sales and Sales Tax Summaries online in .pdf format. The annual reports provide information on tax collections by source (sales, use, and excise, income, estate and inheritance, severance, local , licenses, and permits, regulatory and business), state and local revenue collections, administrative expenditures, gross and net collections and administrative costs by fund and tax sources. In addition, the statistical appendices contain tables and graphs on revenues derived from the sale of alcoholic beverages, liquor licences in force by type, licenses issues by county, cigarette tax collections, personal and business income tax collections, donations by income tax checkoffs, revenues from limited stakes gaming and lottery, mileage and fuel taxes, motor vehicle taxes, racing events, sales and use, and severance taxes.
• Consolidated Federal Funds Report--The Report (CFFR) covers all states, the District of Columbia, and US Outlying Areas. These data cover Federal expenditures or obligations for the following categories: grants, salaries and wages, procurement contracts, direct payments for individuals, other direct payments, direct loans, guaranteed or insured loans, and insurance. Dollar amounts reported represent either actual expenditures or obligations.
  • Consolidated Federal Funds Report Query System 1993-most recent year provide detailed data at the state, county, municipality, or county subdivision level. Includes detailed funding by program. Data are available from download from the main menu of the CFFR. A description of the program, data sources, and methodology is available from the annual reports. To locate the reports online, choose a year from the main menu. The results page contains a link to the annual CFFR publication in Adobe Acrobat format.
• Employee-Retirement Systems of State and Local Governments The results of the 1997 Census of Governments and the 1998 Annual Survey of State and Local Employee-Retirement Systems. The page includes data for 1997 and 1998 presented in five tables: National summary of the finances for all state and local government employee-retirement systems; Revenues; Expenditures of state and local government systems; Cash and investment holdings of the same systems; and Membership information by state and level of government.
• Federal Government Budget Obligations, FY 2000: Colorado an agency and program overview of actual obligations for fiscal year 1998 and estimated data for 1999 and 2000.

• State Government Employment and Payroll Data Census Bureau data from 1992 to most recent year. "The state government employment and payroll data contain summary information on numbers of employees and gross payrolls by governmental function .... Employment and gross payroll data pertain to the month of March (month of October for years through 1995). Gross payrolls are 31-day monthly equivalent values and are in whole dollars. The state government data are not subject to sampling." Government functions include: financial administration, central administration, judicial and legal, police protection, fire protection, corrections, streets and highways, airports, public welfare, health, hospitals, parks and recreation, public utilities, and others. Similar data are available for State and Local Government Employment and Payroll Estimates and Local Government Employment and Payroll.
• State Government Finances, 1992-1997 1997 figures added September 8, 1998. State Government Finance Data by State contains information on revenues, expenditures, indebtedness and cash/securities of Colorado. Expenditures includes total, percent, and per capita expenditures on education, public welfare, health, hospitals, highways, police, corrections, natural resources, and parks and recreation.
• State Government Tax Collections (US Census Bureau) "The State Government Tax Collections (STC) provides a summary of taxes collected by state for up to 25 tax categories. These tables and data files present the details on tax collections by type of tax imposed and collected by state governments." The site provides summaries for the US and individual states and ranking tables (in Excel spreadsheet format) for per capita state tax collections.
