Not covered in this guide is any legislating on the part of the Continental Congresses or the Congress of the Confederation (under the Articles of Confederation). Separate guides to the Constitutional Convention should be consulted for the drafting of the U.S. Constitution.
In addition, this guide doesn't apply to the Confederate States of America (but CSA Public Laws are available through the The Avalon Project at Yale Law School; and the CSA provisional government's Statutes at Large are available at CU).
