Premium Pay Guidelines
For Classified Staff

Purpose

To establish guidelines for approving shift differential pay, on-call pay, and call back pay for positions in classes not previously published as eligible for premium pay.

Definitions

  1. Shift Differential Pay: Additional pay beyond base pay for working shifts; applicable to positions not exempt under the FLSA overtime provisions. Second shift rate applies when half or more of the scheduled work hours fall between 4:00 pm and 11:00 pm. Third shift rate applies when half or more of the scheduled work hours fall between 11:00 pm and 6:00 am. If the hours are evenly split between shifts, the higher shift differential rate applies to all hours worked during the shift. Shift Differential Pay form for classified staff.


  2. On-Call Status: Additional pay for eligible employees specifically assigned in advance to such status. Freedom of movement is significantly restricted; however, the employee is still free to use this time effectively. On-call compensation should be supported by prevailing market practices.     To qualify for on-call status:


    • A position should expect to be called back into work during the on-call period.
    • Be severely restricted geographically.
    • Be constantly available by telephone.
    • Typically not be exempt from the FLSA overtime provisions.

  3. Call Back Pay: Payment made at base pay rate, paid for no less than two hours, when an eligible employee is required to report to work before or after a scheduled shift (not a continuation of the shift). Eligible employees are those who are eligible for overtime.

Procedures

For positions in classes not previously eligible for premium pay, a Shift Differential Pay Form, or an On-Call Status Form should be completed by the supervisor, signed by the appointing authority, and submitted to Human Resources, Employment Services for consideration.
