This bibliography is a collection of citations to the academic literature supporting the summary volume of the Second National Assessment of Research on Natural Hazards. The Second Assessment was a multi-year project sponsored by the National Science Foundation with supporting contributions from the Federal Emergency Management Agency, the U.S. Environmental Protection Agency, the U.S. Forest Service, and the U.S. Geological Survey. It began in 1994 with the formal mission of summarizing what is known in the various fields of science and engineering that is applicable to natural and related technological hazards in the United States, and making some research and policy recommendations for the future.
The results of that effort are compiled in a book published in 1999 by the Joseph Henry Press in Washington, D.C., entitled, Disasters by Design: A Reassessment of Natural Hazards in the United States [ordering information is provided below]. The book summarizes the hazards research findings from the last two decades, synthesizes what has been learned, and outlines a proposed shift in direction in research and policy for natural and related technological hazards in the United States.
Disasters by Design wasintended for a general audience, including policymakers and practitioners; to help increase its clarity for the lay audience, the decision was made to omit the large number of citations to the literature that would be expected in such a scholarly work. Instead, a few key references were provided, and the full bibliography is presented here for those with an academic inclination.
This list of literature comprises all the citations provided by the numerous researchers and practitioners in support of their research and analysis, combined with additional references provided by the many reviewers and others who took it upon themselves to make a bibliographic contribution. This bibliography was first posted in 1991 and received corrections and additions for the next two years. However, as of May 2001 no additional changes are being made. Note that citations added to this bibliography after its initial publication are marked with a double asterisk (**).
The bibliography is arranged by broad topic, roughly paralleling the organization of the Disasters by Design volume it supports. There is some duplication of references from one topic to another, but no attempt was made to provide comprehensive citations for any one topic. Thus the reader in search of references on a particular subject should peruse two or three closely related sections, rather than focusing on a single one.
