Multicultural Greek Council Constitution
Preamble
Seeking a more diverse cooperative existence between sorority and fraternal orders while maintaining good faith with the University, we, the organization of the Multicultural Greek Council (MGC) of the University of Colorado, Boulder, do hereby establish the following Constitution and Bylaws as a basis for the respectful governance of our affairs within the student body.
Article I — Name
The name of this organization shall be the Multicultural
Greek Council, founded at the University of Colorado,
Boulder.
Article II — Purpose
The purpose of the MGC shall be to assist diverse sororities and fraternities in the achievement of their noble purposes and to enrich the community and Greek life on campus. The council acts as a liaison between our member organizations and the University administration by establishing a communicative network for all diverse sororities and fraternities, and to promote unity among our organizations and the college community.
Article III — Delegates
Each organization in the Multicultural Greek Council must have one primary delegate present to speak at each meeting, however more than one member from each organization may attend. Each organization may also, at its own desire, designate a back-up secondary delegate. These delegates can be whomever the organization wants to send and whomever they send can change with at least 24 hours notice given to the council or Greek Life Office. The responsibilities of the delegates shall be to update the council on their organization’s events and concerns as well as take back what the council has decided and expressed to their own organization.
Article IV — Voting
Each Multicultural Greek Organization shall receive one vote.
If an organization not in attendance objects to the results of any vote in the council minutes, it may cast its vote by proxy through the council secretary within 48 hours of the conclusion of that meeting.
Article V — Quorum
To have quorum on any vote at least 50 percent of the voting members of the council must be present.
Article VI — Meetings
The meetings of the Multicultural Greek Council will be held the first Tuesday of every month or at another agreed upon time by consensus of the Council. The location of the meetings will be decided by the co-chairs before the first meeting of the semester. The council can vote to change the next meeting, but cannot cancel any meeting.
Meetings must be changed at least 2 weeks in advance with a simple majority vote. If the motion is made without a meeting before the change, each member organization may submit a proxy vote within 48 hours of proposition of that change through the council secretary.
Article VII — Attendance
Each member organization must send a delegate to each MGC meeting and event. If any organization is unable to do so, they must submit a Notice of Absence form to the Greek Life Office at least 24 hours prior to the scheduled meeting or event that they will not attend. If the council raises any objection to the absence of an organization, the group’s Notice of Absence forms may be reviewed to determine if disciplinary action is warranted.
Failure to attend or submit a Notice of Absence form will result in disciplinary action.
Multicultural Greek Council Bylaws
- Attaining Membership for Greek Organizations (chapter, charter, colony, or interest groups)
- A potential member organization must prepare a presentation to be given at the first MGC meeting of the semester. This presentation would address the organization’s purpose, how that organization is unique to this campus, and how its membership would benefit the MGC, multicultural, and campus communities.
- It must attend all MGC meetings for that semester.
- Organizations can be turned down as a potential member if they do not meet the above noted requirements, or if the council does not confirm a simple majority vote to allow membership at the first meeting of the semester.
- Officers
- Selection Procedure
- All officers shall be elected at the first meeting of each academic year.
- Each officer shall serve a term of one complete year, including the summer up to the next academic year.
- If any officer vacates his/her position, a new officer is to be elected on a pro-tem basis into that position at the next regularly-scheduled Multicultural Greek Council meeting.
- One co-chair must be selected from the member fraternities, and the other co-chair must be selected from the member sororities.
- Co-Chair responsibilities consist of but are not limited to:
- Setting/Writing the agenda
- Setting the meetings and reserving the rooms
- Assisting in the organization and facilitation of Council sanctioned events.
- Assisting with the duties or obligations of other officers as necessary.
- Secretary responsibilities consist of but are not limited to:
- Taking minutes at meetings
- Sending out minutes over the list within 48 hours of a meeting.
- Contacting absent organizations to collect votes on issues to be included with meeting minutes
- Maintaining a list of current delegates for each organization
- Maintaining records of the Multicultural Greek Council
- In order to add a bylaw or amend the constitution a bill has to be proposed in writing with a copy for each organization at least two weeks prior to the next meeting. The bill has to be approved by a 2/3 majority vote to pass.
- Events –
- The Council shall create and implement events in which the MGC will have all its member organizations participate under the MGC name. One event will be required each semester.
- No MGC event shall be politically based.
- Each event should be designed to incorporate each organization.
- Disciplinary Action(s) –
- The first infraction in any semester will result in a written warning to the member organization to be documented in the MGC records.
- The second infraction in any semester will result in a probationary period of one semester. If the organization violates any bylaws or constitutional requirements and regulations during this time, suspension will be conferred.
- The third infraction in any semester will result in suspension of affiliation with the Multicultural Greek Council for one academic year, and a recommendation to the University of Colorado, Boulder, to consider similar or other appropriate action. The organization may still attend meetings, but may not vote or speak.
- In extreme cases, expulsion of a member organization may be conferred by a unanimous vote of the other member organizations at any regularly-scheduled MGC meeting.
