RECRUITMENT AND HIRING PROCEDURES 

I. TENURE-TRACK AND TENURED FACULTY 

Recruitment Process 

A Faculty Position Recruiting Authorization Form, approved by the Dean, will be submitted by the Department/School/College to the Office of Faculty Affairs. Any revision to the information (e.g., change in title or salary) requires that a new form be submitted. 

If the faculty position is a joint appointment with another academic unit, only one academic unit must complete a Faculty Position Recruiting Authorization Form but the signature of each Dean or Chair must be shown. However, percentages of the budget that each academic unit will share must be clearly stated on the form. 

When the budget allows, academic units that have received formal approval on the authorization form may receive financial assistance from the Office of the Provost to support a national search.

An ad will be prepared and approved by the Dean or the Dean's recruitment liaison that includes the following language:

Affirmative Action - At the commencement of each search, the academic unit is required to notify the Office of Equity and Access that a search will be initiated. The University requires that a representative from the Office of Equity and Access sit ex-officio on all faculty searches. All academic units are required to file a search summary at the conclusion of the search and before an offer is made. All searches will be conducted as open searches unless there has been a written request to the Associate Vice Chancellor for Faculty Affairs to waive the search.  The Dean will review the diversity of finalists with the Provost before extending invitations for campus interviews. The Dean may seek an alternative arrangement with the Provost. 

If acceptance of an offer of employment is contingent upon the employment of the faculty member's spouse, special procedures must be followed. Please refer to Section V.  Consult with the Office of Foreign Student and Scholar Services as to the feasibility of an appropriate visa for any potential hire who is not a US Citizen or Legal Permanent Resident. Contact their office at 492-8057. 

In instances where an individual may be offered tenure with the appointment, the vitae of the candidate, solicited external letters of evaluation, Dean's Endorsement, Statement of Primary Unit (including report and explanation of faculty vote), evidence of teaching competence, copy of "Primary Unit Criteria for Promotion and Tenure" and three examples of publications as part of the search must be forwarded to the Associate Vice Chancellor for Faculty Affairs for review by the Vice Chancellor's Advisory Committee (VCAC) as detailed in the VCAC checklist for Appointments with tenure.

The Dean's recruitment liaison will prepare the appropriate offer letter in draft form for review.  The liaison will e-mail the draft letter of offer to the Office of Faculty Affairs for review, corrections, changes or approval. (cuoffer@colorado.edu) The draft letter should be resubmitted if additional language or terms are inserted or materially altered after the review. 

The Dean's recruitment liaison will prepare and submit the final offer letter package to the Office of Faculty Affairs. The package should include the following: 

    • Letter of offer; 
    • Faculty Position Recruiting Authorization Form (completed with name of hire); 
    • Vitae 
    • Letters of Recommendation (3) 
    • Spousal hire information, if necessary 
    • Justification for Tenure (if tenure is offered) 
    • Justification for the highest salary in rank, if relevant 

The liaison will submit the signed letter of offer, oath, and benefits package to the candidate for review and signature.  

The liaison will return the signed letter of offer to the Office of Faculty Affairs along with a completed authorization form.

A personnel file will be established in the Office of Faculty Affairs. 

II. RESEARCH FACULTY 

General Information 

1. Recruitment - Procedures for hiring in the Research Professor series are defined by the Vice Chancellor for Research. Please consult the "Revised Procedures for Policy Implementation on Research Professor Series."

Recruitment Process 

Faculty Affairs: The Office of Faculty Affairs will be responsible for the following activities in the recruitment of research faculty. 

  • The draft letter of offer will be reviewed to determine compliance with state laws, Regents and campus policies. 
  • The letter of offer will be routed for appropriate signatures. 
  • The Office of Faculty Affairs will place the appointment on the Chancellor's delegation agenda. 
  • Faculty Affairs will notify the Vice Chancellor for Research that the appointment has been approved. 

III. OTHER FACULTY 

General Information 

1. Recruitment - Recruitment of non-tenure track faculty will be administered by the dean's office. The letter of offer process follows that required in the hire of tenure or tenure-track faculty. Please refer to Section I.B. 

 

2. Deadlines for Submission of Materials - Materials must be submitted according to the timetable developed and issued by the Chancellor's office. Late materials may not be treated as emergency matters, but must be presented for inclusion on the next Chancellor's Delegation agenda. 

IV. ADMINISTRATIVE FACULTY POSITIONS 

(Chairs, Associate Directors, Associate Deans, and Directors [faculty-occupied positions]) 

General Information 

1. Recruiting in this Category - Please note that there is a difference between the use of Associate Dean and Assistant Dean. An individual hired as an Assistant Dean is given an unclassified staff appointment. Therefore the procedures for hiring professional exempt/unclassified personnel must be followed (See Section VI.). The Associate Dean title is used exclusively to appoint tenured or tenure-track faculty to an administrative position within a school or college. If you are unsure of the title designation, please contact the Office of Faculty Affairs. Chancellor's approval of an administrative appointment is necessary, and a letter of offer is required. 

 

2. Recruiting a new faculty member with an Administrative Title - In most instances, current faculty are provided with the opportunity to assume Associate Dean or Chair positions within their schools or colleges. In those instances where an individual is being recruited into a faculty position and is also being considered for an administrative position, please refer to the faculty recruitment procedures. 

Recruitment Process 

1. Department/School/College: The Department/School/College will be responsible for the following activities in the recruitment of administrative officers. 

  • In most instances, an administrative appointment will be made from the faculty currently in the school/college. In the event that an external search is conducted, the following apply: 
    • The Office of Equity and Access will be notified in the event that a search must be commenced. 
    • An ad will be prepared and approved by the Dean or the Dean's designee which will include the following language: 

 

The University of Colorado at Boulder is committed to diversity and equality in education and employment. 

    • If the search is to be waived for an external candidate, a written request from the Dean will be submitted to the Associate Vice Chancellor for Faculty Affairs. 
  • The Dean will make a recommendation for an appointment to the Provost. 
  • The Dean's recruitment liaison will prepare and e-mail a draft letter of offer to the Office of Faculty Affairs for review and approval utilizing the letter of offer template. (cuoffer@colorado.edu)
  • Since individuals holding administrative titles are considered to be employees-at-will as it relates to the administrative position, the letter of offer must include the following language: 

Colorado Law requires that your employment contract be subject to termination by either party to such contract at any time during the term of such contract and that you shall be deemed an employee-at-will. No compensation, whether as a buyout of the remaining term of the contract, as liquidated damages, or as any other form of remuneration, shall be owed or may be paid to you upon termination of such contract except for compensation that was earned prior to the date of termination.

This provision would not apply to your tenured position as Professor of ____________ or to compensation or benefits to which you are entitled as a result of your tenured faculty position. 

  • The letter of offer packet will be prepared by the recruitment liaison, and submitted to the Office of Faculty Affairs for signature(s). The packet shall include the following: 
    • Letter of offer 
    • Vita 
    • Current evaluation (re-appointments only). 
  • The recruitment liaison will forward the letter of offer to the candidate for signature. 
  • The letter of offer, once signed by the candidate, will be returned to the Office of Faculty Affairs for inclusion on the Chancellor's Delegation Agenda. 

 

2. Faculty Affairs: The Office of Faculty Affairs will be responsible for the following activities in the recruitment of administrative officers. 

  • The Office of Faculty Affairs to determine compliance with state laws, Board of Regents and campus policies, will review the draft letter of offer. 
  • The draft letter of offer will be submitted to Legal Counsel if the letter of offer warrants it. 
  • The final letter of offer will be routed to the appropriate offices for signature(s), and included on the Chancellor's Delegation Agenda. 
  • The hiring unit will be notified when the appointment is approved, and a copy of the letter with all necessary signatures will be forwarded to the recruitment liaison. 
  • The offer letter, vita, and evaluation (re-appointments only) will be placed in the individual's personnel file in the Office of Faculty Affairs, or a new personnel file will be created for an individual hired new to the university. 

V. SPOUSAL HIRE 

Recruitment Process 

1. Department/School/College: The Department/School/College will be responsible for the following activities in the recruitment of a dual career hire: 

  • The Dean will request approval from the Provost to proceed with the process to initiate a spousal hire. The steps to be taken are as follows: 
    • a written request to Associate Vice Chancellor for Faculty Affairs to waive a search; 
    • identify the rank and budget line that will support the spousal hire; 
    • invite the spouse to campus for an interview visit; and 
    • conduct a faculty vote to approve the hire. 
  • The Dean will submit a letter to the Provost requesting approval to make the dual hire. The Dean's letter should include: 
    • a description of both positions; 
    • letters of offer that have been reviewed and approved; 
    • vitae of both candidates; 
    • the academic vote in support of the dual hire; 
    • reconfirmation of the budget line to support the spousal hire. 

 

2. Faculty Affairs: The Office of Faculty Affairs will be responsible for the following activities in the recruitment of a dual career hire. 

  • The Office will process both letters of offer consistent with the procedure described in Section 1. Tenured-Track and Tenured Faculty. 

VI. PROFESSIONAL EXEMPT PERSONNEL 

General Information 

1. Recruiting in this Category - All requests to hire in this category must be forwarded to the Assistant to the Provost/Staff Affairs, as well as requests to waive a search. Letters of offer continue to be reviewed and processed for Chancellor's approval through the Office of Faculty Affairs. 

 

2. Affirmative Action - At the commencement of each search, the academic unit is required to notify the Office of Equity and Access that a search has begun. The University requires that the Office of Equity and Access sit ex-officio on all searches for professional exempt staff. All academic units reporting to the Provost are required to file a search summary before an offer is made.  

Recruitment Process 

1. Department/School/College: The Department/School/College will be responsible for the following activities in the recruitment of professional exempt/unclassified personnel. 

  • A Professional Exempt Position Recruiting Authorization Form will be submitted to the Assistant to the Provost/Staff Affairs to commence a search when an existing position must be filled.
  • In addition to the recruitment authorization form, the recruitment liaison will provide the following documents to the Assistant to the Provost: 
    • Job description with percentage of times detailed for each job duty; 
    • Organizational chart; and 
    • Written justification if the salary exceeds the campus salary range for that title. 
  • All searches will be conducted as open searches, unless there has been a written request to waive the search submitted to and approved by the Assistant to the Provost/Staff Affairs. 
  • The Office of Equity and Access will be notified in the event that a search must be initiated. Equity and Access will be invited to have a representative sit ex officio on all professional exempt searches. 
  • An ad will be prepared and approved by the Dean or the Dean's designee that includes the following: 

    The University of Colorado at Boulder is committed to diversity and equality in education and employment. 
  • The recruitment liaison will prepare a search summary for the hiring authority's review. 
  • The recruitment liaison will e-mail a draft letter of offer to the Office of Faculty Affairs for review, utilizing the letter of offer template. (cuoffer@colorado.edu)
  • The letter of offer packet will be prepared and submitted to the Office of Faculty Affairs. The packet should include the following: 
    • Approved Professional Exempt Position Recruiting Authorization Form; 
    • If the search is waived, written approval by the Assistant to the Provost; 
    • Letter of Offer; and 
    • Resume. 
  • The recruitment liaison will return the signed letter of offer to the candidate for review and signature. 
  • The letter of offer, once signed by the candidate, will be returned to the Office of Faculty Affairs. 

 

2. Academic Affairs: The Assistant to the Provost/Staff Affairs will be responsible for the following activities in the recruitment of professional exempt/unclassified personnel. 

  • The Assistant to the Provost will review the request, and either give approval or denial to the request. The Assistant to the Provost will give written justification when requests are denied. 
  • An authorization form will be submitted by the Assistant to the Provost to the designated Human Resources representative to request approval to create a new professional exempt position. 
  • The Assistant to the Provost shall work with the designated Human Resources representative to secure permission in a timely fashion. 
  • The Human Resources representative will notify the Assistant to the Provost of the decision of the Colorado Department of Personnel who in turn will notify the recruitment liaison. 
  • The Assistant to the Provost will provide the Office of Faculty Affairs a copy of the Professional Exempt Recruiting Authorization Form (and other supporting documentation) once it has been approved or denied. The Assistant to the Provost shall also provide a copy of the approval of salary where justification has been provided by the hiring unit to exceed the campus range. 

 

3. Faculty Affairs: The Office of Faculty Affairs will be responsible for the following activities in the recruitment of professional exempt/unclassified personnel. 

  • The draft letter of offer will be reviewed by Faculty Affairs to determine compliance with state laws, Board of Regents and campus policies. 
  • The draft offer letter will be submitted to Legal Counsel when substantive changes have been made to the template letter of offer. 
  • The final letter of offer will be routed to the appropriate administrators for signature(s). 
  • The hire will be included on the Chancellor's delegation
  • The Dean/Director of the hiring unit will be notified that the Chancellor has approved the hire. 
  • A copy of the letter of offer will be forwarded to the hiring unit. 
  • A recruiting file will be established in the Office of Faculty Affairs.
