SUBJECT: Policy on Proposal Submission to the Office of Contracts and Grants

Given the increasing complexity of proposals and the importance of managing
the workload of OCG in an era of limited resources, I would appreciate the
co-operation of faculty members in getting their proposal (in particular
front pages, compliance, and budget information) to the Office of Contracts
and Grants (OCG) in a timely manner - at least 5 working days in advance of
the proposal being due at the appropriate federal agency. Proposals reaching
OCG by this internal submission deadline will be given priority. Proposals
that are received after this internal deadline will be handled based upon
their readiness for submission, the time available, and competing
priorities. Please contact OCG by e-mail or phone as early as possible,
when you know that you will be submitting a research proposal and let the
staff know. This will help OCG schedule its work flow.

I hope that faculty members will understand that these late proposals may,
despite the best efforts of the OCG staff, be at risk of not being
completed before an agency deadline, especially at times of an unusually
high volume of proposal submissions. Principal Investigators are reminded
that the more complex the proposal - the more time that is required for
review and budget preparation. I hope that the faculty will be able to
follow this new policy immediately, although the new policy will officially
come into effect on November 1, 2010.
