SUBJECT: Requirements for all Construction Activity on Campus
Recently, there have been a few unauthorized and potentially dangerous
construction activities on campus that have alerted us that a reminder
regarding the appropriate processes for these activities might be helpful
for departments or units contemplating construction-related projects.
If you were planning a construction project for your home, you would need to
pay a visit to your city or county building or planning department. These
building department officials oversee public safety and welfare and are
known as the "Authorities Having Jurisdiction" for the built environment
throughout their municipality. As such, the Colorado State Legislature has
enacted a parallel jurisdiction system for all buildings which belong to the
state, including those on the Boulder Campus.
On the Boulder Campus, jurisdictional authority for oversight and code
enforcement has been delegated to Facilities Management's Office of
Planning, Design and Construction (PD&C). This office is responsible for
the campus' obligation for compliance with applicable codes and standards
for all construction activities.
The campus architect has been delegated authority on construction
procurement procedures. The campus fire marshal, other registered
professional engineers and certified plan reviewers and inspectors on staff
at Facilities Management have been delegated the authority to ensure
compliance with all built environment code issues throughout campus.
